ADDENDUM TO NEGATIVE DECLARATION – Westpoint Marina <br /> Staff is asking the Commission to approve and confirtn that the addendum to the <br /> Negative Declaration and mitigation measures adequately assess and mitigate the <br /> environmental impacts associated with the Westpoint Marina project (located at 1401- <br /> 1599 Seaport Boulevard), as revised. <br /> Senior Planner Ekas emphasized that the proposed change was a condition of the <br /> BCDC review process, and that BCDC's review is very focused on the preservation of <br /> the Bay and providing public access to the Bay, so it is in BCDC's determination that this <br /> change is environmentally superior to the original proposed project. <br /> Commissioner Piulle referred to Mitigation Measure 26 regarding the ... "6-foot tall <br /> fence"..., and wanted to know where exacUy it would be placed. She said it would look <br /> so much better without a fence, because debris tends to get stuck in fences making it <br /> very hard to keep clean. She asked if there was an altemative mentioned for a"6-foot <br /> tallfence"? <br /> Principal Planner Passanisi clarified for the Commission that this item is not to modify <br /> — the mitigation measures, as they were already approved and adopted by the Planning <br /> Commission last time, and that an altemative for the "6-foot fence° has been included. <br /> Applicant Saunders said the fence is more of a safety feature, because Cargill Salt was <br /> concerned about people getting out on their salt ponds. He showed a drawing where the <br /> 6-foot fence would be placed. He agreed about the debris issue, and showed his <br /> intention to continue the wire fence which has six strands which presently surrounds <br /> most of Cargill's property. He said actually nothing will get hung up on the fence. <br /> Chair Paulson asked about the additional seven acres taken from Cargill, and that <br /> according to the drawing, it looked like the interior space of the Marina also had to be <br /> changed. She wanted t o know what was lost. <br /> Applicant Saunders said the configuration drawing showing the "dog leg" has more water <br /> per boat than any other marina in the Bay Area, by far. He said however, BCDC still <br /> considered it insufficient. So the subsequent drawing is now straight (instead of the "dog <br /> leg"), and the only thing that changed is the amount of water which has gone from 18 <br /> acres to 26 acres. He said the opening to the Marina has gone from 75 feet to 300 feet. <br /> There is 7 acres of open water with nothing on it, memorialized forever. The 300 foot <br /> opening allows for more rapid recirculation of the water in the basin. <br /> Page 5 of 7 <br />
