8� e-�- <br /> PUBLiC HEARING <br /> There were no speakers <br /> M/S: Commissioner Piulle made a motion to close t��e Publie Hearing <br /> Motion Passed 7-0 <br /> DISCUSSION <br /> Commissioner Piulle asked for clarification of "Changes of Use" under "Non-conforming" <br /> Buildings. Her understanding was that to stay with the "Change of Use", you need to stay with <br /> the same kind of existing use. <br /> Mr. Williams said that was correct, and/or to stay with a use that is less intensive than the <br /> existing use, would prevent parking issues. <br /> Commissioner Seybert asked the following three questions: <br /> 1. Would these text revisions help staff answer questions for the public, so it is less <br /> confusing to the public. <br /> Mr. Williams said yes. <br /> 2. How could "common sense" be incorporated in the revision on the expansion provision. <br /> Mr. Williams said a provision could be added to the effect that if someone exceeded <br /> those numbers, they could add 100 square feet of additional area that is not for bedroom <br /> purposes. Another option would be to evade a parking problem. <br /> 3. Is staff going to look at the issue of lot coverage versus floor area ratio for residential, so <br /> that we don't have huge square footage homes being built legally on a lot that is smaller <br /> than the square footage of the home. <br /> Principal Planner Jany said this is the "monster home" issue that staff has been working <br /> on bringing to the City Council and Commission, hopefuliy some time next year. <br /> Commissioner Claire was concerned about the "common sense" issue. He said it has always <br /> been very difficult for someone to add a master bath onto a house that already had 2,500 <br /> square feet (in the Mt. Carmel area where there are primarily one-car garages). He agreed with <br /> Mr. Williams' suggestion to have a provision added that will limit expansions to a maximum of <br /> three bedrooms. <br /> Commissioner Claire wanted to strike Revision 33.16 a.4 (2,000 square feet in total living area <br /> after the enlargement is completed). He would like to add 33.16 a.7 stating that "otherwise a <br /> Use Permit could be applied where these provisions do impact the decision process". He said a <br /> Use Permit would lock in that flexibility of allowing at least a 100 foot addition that has a very <br /> specific reason. <br /> Commissioner Ciaire expressed concern about having a more flexible parking arrangement for <br /> single family housing. He wants to see the common sense factor included, because the whole <br /> reason for this is on-street parking. He said as you build square footages into the house, <br /> Page 4 of 6 <br />
