Fostering Decent Housing and evaluation and reduction of lead-based paint <br /> hazards <br /> Priority 1: Promote affordable housing for all popul� tions by in�reasing the number <br /> of affordable, accessible, decent safe & sanitary, and ownership units for low and <br /> moderate-income and special needs households. <br /> Supportive service programs for non-homeless activities previously funded by CDBG <br /> are being funded by the City's Human Service Financial Assistance Program for <br /> Program Year 2004-05. These supportive services which meet a basic human need will <br /> be funded with City General Funds which are administered from Fair Oaks Community <br /> Center in the new program year. <br /> • The Redevelopment Agency is continuing to provide $10,000 Lead Paint Hazard <br /> Reduction Grants to Home Improvement Program participants. Without this <br /> program, many owners who are afraid of lead testing on their property would not <br /> consider a Home Improvement Loan. Even with the $10,000 grant, owners are afraid <br /> of having their properties tested. <br /> • A Free Paint Program continues to operate as a vehicle to test dwellings not <br /> participating in the Home Improvement Loan Program for Lead Paint hazards. If <br /> Lead hazards are detected, owners wiil be encouraged to apply for a Home <br /> Improvement Loan so that they can access the Lead Paint Hazard Reduction Grant <br /> Program. <br /> . The Housing Accessibility Modifications Program continues to assist persons with <br /> disabilities to make physical modifications to housing units so that they can continue <br /> to live independently in housing customized to their spec�c needs. <br /> . The Home Improvement Loan Program, the largest in all of San Mateo County, <br /> continues to preserve the housing stock, promotes decent safe and sanitary housing <br /> and removes lead based paint hazards in housing occupied by children. <br /> . The Minor Home Repair Program has been restructured to make minor and <br /> emergency repairs in housing occupied by low-income persons. This program will <br /> also make small emergency loans where repairs exceed the threshold for minor <br /> repairs. <br /> • The Landbanking Program is used to acquire sites for affordable housing, to assist <br /> in the acquisition and rehabilitation of property that can be rented at affordabie <br /> prices to low and very low income households and or special needs populations. <br /> 6 <br />
