Reducing the Number of Persons Below the Poverty Line and Enhancing <br /> --- Coordination Between Housing and Services Agencies <br /> PRIORITY # 2: Facilitate a suitable living environmenf and improve the safety and <br /> livability of neighborhoods by focusing resources for public facilities and services ,`o <br /> reduce poverty. <br /> • For 2004-05, the City is emphasizing assistance to meet basic human needs by <br /> contractuaily coordinating multiple agencies assisting persons to avoid <br /> homelessness and/or to achieve self suffciency. <br /> • The programs listed under Public Service Activities are designed to reduce the <br /> number of people living below the poverty level, to provide supportive services to <br /> homeless, those at-risk of being homeless, and special needs populations. <br /> • The activity listed under Non-Housing Community Deveiopment, Kainos Hillside <br /> Stabilization Project, will improve the quality of life in neighborhoods by providing <br /> public facilities and making improvements on existing facilities where services are <br /> provided to low income and special needs populations. These improvements will <br /> position Kainos to build 6 new independent living units for their higher functioning <br /> clients. <br /> PRIOR/TY # 3: Expand Econornic Development Opportunities for low and <br /> moderate-income persons through job creation, small business creation and expansion <br /> and opportunities created by activities se/ected for funding. <br /> � <br /> The City did not fund any economic development activities for 2004-05 so as to give the <br /> most assistance to meet the basic human need for decent, safe and sanitary housing, <br /> I <br /> Monitoring <br /> The City will implement its monitoring program to determine compliance with contract <br /> requirements and related federal regulations. <br /> In li ht of bu <br /> g dget reductions and fewer staff resources, the Housing and Human <br /> Concerns Committee will assist staff with monitoring Subrecipients of CDBG, HOME <br /> and HSFA funding. A �iew monitoring effort will involve collecting data for Redwood City <br /> on a San Mateo County Human Services Agency designed customer satisfaction survey <br /> multipie times per year. The City intends to piggyback on the County's system The <br /> Subrecipients would compile the survey data for the City at the same time that they <br /> compile the data for Human Service Agencies and other partner agencies to minimize <br /> the extent of staff involvement. Specific Study Sessions would be held by the HHCC to <br /> evaluate the results and effectiveness of programs and activities being funded. The <br /> results will be used in the development of a new 5 year Consolidated Plan from 2005 - <br /> 2010. HHCC members will also be encouraged to attend site visits with staff to further <br /> assess and evaluate performance outcome. <br /> 7 <br />
