� . q- 2� <br /> AFFIRMATIVE MARKETING PLAN <br /> The City of Redwood City has prepared an A�rmative Marketing Plan for the HOME <br /> Program that is cons�stent with the CDBG Housing Rehabilitation Progra;ns and First <br /> Time HomeBuyer Prog �am as follows: <br /> (A) Methods for Informing Public: <br /> The City will publish notices in local papers informing the public, potential tenants and <br /> rental property owners of the availability of the program. An equal opportunity logo wiil <br /> be used in the advertisements plus a non-discrimination clause added on each <br /> announcement. Fair Housing brochures from Local and Federal Fair Housing Agencies <br /> will also be provided to owners and tenants. These affirmative marketing procedures <br /> will not apply to units rented to families with Housing Assistance provided by Public <br /> Housing Authority. <br /> (B) Participating jurisdictions must adhere to the requirements and practices <br /> for Affirmative Marketing and Minoriry and Female Owned Business participation as <br /> stated in paragraph (iv) B, C, D and E of the City of Redwood City's Non-Discrimination <br /> and Equal Opportunity Plan made part of this Policy. <br /> Such efforts shall include, but not be limited to the use of commercial media, use of <br /> community contacts for referral of Minoriry and Female Owned Businesses and other <br /> effective methods to meet these requirements. <br /> (C) Participating Property Owners must notify the jurisdiction in which their <br /> property, rehabilitated or constructed with HOME funds, is located of aIl vacancies that <br /> occur for the life of their loan. Owners will be required to inform and solicit applications <br /> from persons in the housing marketing area who are not likely to apply for the housing <br /> without special outreach (Community Organization and Employment Centers, Fair <br /> Housing and Housing Counseling Agencies and PHA's eligible waiting lis2). <br /> (D) Records will be maintained which will describe good faith efforts taken by <br /> the City and by property owners to affirmatively market units and records to assess the <br /> results of these actions. <br /> (E) The Ciry will require documentation from owners showing their good faith <br /> efforts to the extent in which they will provide equal employment and housing <br /> opportunities to low income individuals. Where new employees are required, <br /> contractors and sub-contractors will recruit first from San Mateo County residents <br /> pursuant to the City's Section 3 Plan. Owners will affirmatively solicit contractors who <br /> are minority and women through documented announcements to Community <br /> Employment Agencies, Building Exchange Groups, local Union Halls and specialized <br /> agencies representing Minority and Female Owned Businesses. <br /> The City's assessment of these good faith efforts will consider the extent to which: <br /> 4 <br />
