� ,q- 2p ' <br /> SUMMARY OF CITIZENS PARTICIPATION PROCESS <br /> AND CITIZEN COMMENTS <br /> CDBG/HOME/HSFA FUNDING ALLOCATION PROCESS <br /> The City of Redwood City implemented its Citizen Participation Process for <br /> Program Year 2004-2005 from December 2003 until April 2004. <br /> In September, the Committee reviewed Annual reports from non-profit service providers <br /> funded in the 2003-2004 program year. Data from these reports was compiled to create <br /> a list of unmet and priority needs. The Human Services Network participants (40+ non- <br /> profit service providers) were given a survey to complete that asked them to prioritize <br /> the services the City should consider in the allocation of reduced funding. The <br /> Committee used the responses from this survey as a basis for continuing to improve <br /> and standardize the funding allocation process. Organizations were requested to <br /> demonstrate 3 basic principais as a condition of receiving funding: <br /> 1. Demonstration of Collaboration with other organizations to maximize limited <br /> resources and provide more comprehensive services to meet basic human <br /> needs <br /> 2. Demonstration of Best Bang for the Buck in per househoid cost to provide <br /> services and the ability to leverage resources. <br /> 3. Performance Outcomes emphasizing how these funds are used to make a <br /> difference in services provided. <br /> In December, 2003, the Committee held goal setting meetings to review input received <br /> from the Human Services Agency Network and other service providers from the Fair <br /> Oaks Community Center to a housing needs survey. The Committee members were <br /> able to review programs with varying levels of service, various lengths of waiting lists <br /> and effective use of funds for the type of service being rendered. From this process, <br /> service providers provided insight into the unmet needs and correlated the intensive <br /> cost of service to the length of time it takes to find affordable housing. <br /> In early January 2004, the City issued its Notice of Funding Availability and <br /> Request for Proposals. h1andatory Technical Assistance Workshops were held to assist <br /> new applicants and continuing programs to submit competitive proposals. In addition to <br /> the workshops, a preliminary application submittal allowed staff to review each proposal <br /> and provide comments to the applicant before their final proposal was due. This <br /> provided an additional opportunity for inexperienced grant writers to prepare the most <br /> competitive proposal possible. <br /> Public meetings began in February with presentations to the Committee by the <br /> applicants. Deliberations followed a Public Hearing, at which time applicants, <br /> beneficiaries and other persons interes;ed in certain programs and projects had an <br /> opportunity to address the Committee regarding how they would recommend funding <br /> allocations.
