Notice and/or FEIR distribution on January 30, 2004 APPLICATION REQUEST: Abbott Laboratories proposes to construct a"West Coast Research Center' campus for the research and development of vascular devices and related pharmaceuticals in three phases over a ten to fifteen year period. An Environmental Impact Report (EIR) has been prepared to assess the potential environmental impacts of the proposed campus. Prior to project review and approval, the EIR must be certified, and Zoning Map and Zoning Text Amendments must be approved. RECOMMENDATION: 1. Make the following three findings and Certify the Environmental Impact Report: • The EIR has been completed in compliance with the California Environmental I Quality Act. • The Planning Commission has reviewed and considered tFie information within the EIR prior to approving the project. ;• The final EIR reflects the City's independent judgment and analysis. 2. Recommend approval to the City Council of the Zoning Map Amendment from the General Industrial (GI) Zoning District to the Industrial Restricted (IR) Zoning District. 3. Recommend approval to the City Council of the Zoning Test Amendment to allow a floor-area-ratio (FAR) exemption for child care facilities that are provided on- site, in conjunction with projects with gross floor areas greater than 50,000 square feet.
