Notice and/or FEIR <br /> distribution on January 30, 2004 <br /> APPLICATION REQUEST: Abbott Laboratories proposes to construct a"West <br /> Coast Research Center' campus for the research and development of vascular <br /> devices and related pharmaceuticals in three phases over a ten to fifteen year <br /> period. An Environmental Impact Report (EIR) has been prepared to assess the <br /> potential environmental impacts of the proposed campus. Prior to project review and <br /> approval, the EIR must be certified, and Zoning Map and Zoning Text Amendments <br /> must be approved. <br /> RECOMMENDATION: <br /> 1. Make the following three findings and Certify the Environmental Impact Report: <br /> • The EIR has been completed in compliance with the California Environmental <br /> I Quality Act. <br /> • The Planning Commission has reviewed and considered tFie information within <br /> the EIR prior to approving the project. <br /> ;• The final EIR reflects the City's independent judgment and analysis. <br /> 2. Recommend approval to the City Council of the Zoning Map Amendment from the <br /> General Industrial (GI) Zoning District to the Industrial Restricted (IR) Zoning <br /> District. <br /> 3. Recommend approval to the City Council of the Zoning Test Amendment to allow <br /> a floor-area-ratio (FAR) exemption for child care facilities that are provided on- <br /> site, in conjunction with projects with gross floor areas greater than 50,000 square <br /> feet. <br />
