I� � ' ■ ■ 1 l • � <br /> � �• �_ I� <br /> GENERAL PLAN DESIGNATION AND CONFORMANCE: The General Plan Land <br /> Use designation is "Light Industrial," which represents low to medium intensity <br /> �- industrial uses and is specifically intended for research and development (R&D) land <br /> uses. The existing General Industrial (GI) zoning, which is a heavy industrial <br /> desis�ation, is not consistent with the General Plan Land Use designation. <br /> SITE DrSCRIPTION: The site is located at the terminus of Chesapeake Driv� and <br /> is predominately surrounded by Seaport Center, which consists of low-rise research <br /> and developmenUoffice buildings. The site has significant waterfront and is situated <br /> at the confluence of Redwood Creek and the San Francisco Bay. The approximately <br /> 17.74 acre site was formerly used for stockpiling and shipping sait. Abbott <br /> Laboratories owns two additional parcels to the east of the site, which are not <br /> considered to be part of the project area. Both of these parcels are in the water. <br /> Past and Existina Conditions: Until 2000, the site was owned by the Cargill Salt <br /> Company and used for salt storage. During Cargill's ownership, the site was well <br /> known by its large white salt pile that was visible from Highway 101 as well as <br /> hillside vistas. A pier is connected to the east side of the site, in close proximity to <br /> the Port of Redwood City, and was used for shipping the salt. The salt pile has been <br /> removed and the center of r,he site is considerably depressed from settlement. <br /> Currently Cargill retains an easement to use and service the pier for the express <br /> purpose of shipping out bittem (a caustic byproduct of salt processing), which is <br /> pumped though a pipe in slurry form. Cargill's easements for this operation will <br /> expire in late 2010. Various structures related to salt processing operations remain <br /> ,..- <br /> on site. <br /> In addition to Cargill's continued use of the pier, the Marine Science Institute (MSI) <br /> is also operating from the site. MSI has temporary classroom structures located on <br /> the north portion of the site. MSI also has a boat which can be boarded from a dock <br /> attached to the north portion of the site. <br /> Site Access: Currently, the site access is via two easements. Cardinal Way is a <br /> private street owned by Equity O�ce Properties. Cardinal Way was built to provide <br /> access to the Seaport Plaza development. Abbott has an easement over Cardinal <br /> Way. Chesapeake Drive is a public street, terminating at Saginaw. Between <br /> Saginaw and the project site, Chesapeake Drive appears to continue, however this <br /> portion is part of a parcel owned by the PoR of Redwood City. Abbott Laboratories <br /> has an easement to access their site over this "extension" of Chesapeake Drive. <br /> ADJACENT LAND USES: The site is bordered by Redwood Creek to the north; the <br /> San Francisco Bay and Port of Redwood City marina to the east, the Port of <br /> Redwood City parking lot with small boat launch and Seaport Center office park to <br /> the south; and Seaport Center, Seaport Plaza, and the Stanford boathouse to the <br /> west. <br /> SPECIAL STUDY AREA: No FL�OD HAZARD AREA: A1 <br /> [Areas of 100-year flood] <br /> � PROJECT DESCRIPTION: Abbott Laboratories proposes to construct a"West <br /> Coast Research Center' campus for the research and development of vascular <br />
