Commissioner Claire <br /> said he would rather see language in the Zoning Text Amendment that would give the <br /> discretion for FAR exemptions to the Planning Commission and City Council based on a <br /> wide range of criterion. He said one of the top priorities of the City Council is additional <br /> playing fieids, and that th �t would certainly be a criteria he would use as to whether or <br /> not he would give an FAF (not limited to 10,000 SF), but limited to what the Plannin�� <br /> Commission and the City Cruncil decide. He said, as it stands, he is not prepared at <br /> this time, to support a square footage limitation nor a limited criterion, based on the <br /> Ordinance itself. <br /> Commissioner Cronin said he couldn't support the restriction on Abbott's proposal to <br /> restrict FARs to only new projects, because he thinks it is important that potentially there <br /> would be redevelopment projects that couid fit in this category, and have the opportunity <br /> to have a ball field, an educational facility, or a child care facility. <br /> Chair Pauison agreed that limiting the staff's proposal simply to child care facilities does <br /> not seem to reflect the direction the Planning Commission has, or their intention. She <br /> said on the Abbott side, there are also no specifications included in the Abbott size and <br /> to the minimum size of the facility. She said she also likes the idea that the City proposal <br /> applies to new and redevelopment projects as well. Chair Paulson referred to the <br /> options shown in the Power Point presentation, and said the Planning Commission can <br /> work toward a solution they like, so Abbott can leave with some type of resolution, <br /> tonight. <br /> Commission SeybeR asked Commissioner Claire if some of his thinking was to put <br /> limitations on the exemption if it applies to a building (e.g., child care, educational <br /> facilities, etc.) and giving more discretion if it applies to open space, or is it just to <br /> remove all the restrictions? <br /> Commissioner Claire said the staff's recommendation of opening it up to other things <br /> other than child care is appropriate, and is consistent with the goals of the City Council in <br /> their priorities. His concem is that he doesn't want to be limited to a"square tootage", he <br /> doesn't mind the 70%. He just doesn't want to see a Zoning Text Amendment that <br /> would limit the ability of the City to work in a more flexible way with the developer to get <br /> much-needed open space (parks, playing fields, etc.). <br /> Commissioner Ciaire said if some sort of Zoning Text Amendment could be reached with <br /> staff's help tonight, then he could vote in favor it. <br /> Ms. Ekas called for a break at 8:45 p.m. for staff to come up with new language. <br /> The meeting resumed at 9:30 p.m. <br /> Ms. Ekas gave the Commission a handout with the new proposed language that would <br /> replace everything that is underlined on Circle Page 15. <br /> Commissioner Seybert wanted to be clear that everything underlined on Circle Page 15 <br /> is stricken and replaced with the new language on the handout.
