She <br /> "` wanted to know how the numbers 40 vs. 100 children for child care were arrived at. <br /> M�. Greg Greenway representing the Seaport Industrial Association spoke to t:�e Zoning <br /> Maf* Amendment and the Zoning Text Amendment. <br /> 1. Zoninq Mao Amendment (chanae GI to If� <br /> He said the rational for making the change is based on the need to satisfy the <br /> cargo demand over the next 20 years. He said what that means for other Port <br /> priority uses, is that they are ever more valuable in that they satisfy that need. <br /> He referred to the connection of the Abbott Project to the Bay�ront Plan. He said <br /> the rational for making the change in zoning from General Restricted (GI) to <br /> Industrial Restricted (IR), is compatibility. He said the argument is that this <br /> property is surrounded with uses that are compatible with an IR designation. He <br /> said as you take GI out, and change it to IR, it will not come back, so the existing <br /> GI parcels in the Seaport Area are ever more important than in the past. <br /> 2. Zoning Text Amendment: <br /> He said he hasn't considered the issues well enough to recommend which way to <br /> go. However, he said it seems the Commission's challenge is to both protect this <br /> community resource (MSI), as well as to put some incentive for a new company <br /> to provide child care. He said his concern, no matter how they work it out, was to <br /> put in some incentives for child care that are meaningful, so we are getting <br /> something the community really needs. <br /> Mr. Greenway asked about a future Water Taxi. He wanted to confirm that these Zoning <br /> Map and Zoning Text Amendments will be compatible with that type of inter-modal <br /> transit facility, should it ever become possible, or the City should ever want it to happen. <br /> NUS: (Garcia/Radcliffe) to close the Pubiic Hearing. <br /> Motion Passed. <br /> M/S: (Seybert/Radciiffe) to approve Certification of the EiR based on the findings that <br /> the EIR has been completed in compliance with the California Environmental Quality <br /> Act; that the Planning Commission has reviewed and considered the information in the <br /> EIR prior to approving the project, and the final EIR reflects the Citys independent <br /> judgment and analysis. <br /> Motion Passed 7-0. <br /> M/S: (Seybert/Garcia) to recommend to the City Council, approval of the Zoning Map <br /> Amendment from the General Industrial (GI) Zoning District to the tndustrial Restricted <br /> (IR) Zoning District. <br /> Motion Passed 7-0. <br /> Commissioner Claire said he had problems with both the staff's and ApplicanYs <br /> recommendations for the Zoning Text Amendment. He said he finds it too restrictive, <br /> and that it iimits the discretion of the Planning Commission and City Council to use other <br /> �� Page 5 of 8. <br />
