He said they <br /> would like the MSI building to be completed first. MSI will need to relocate the portables <br /> to another portion of the site, on a temporary basis. He said the details stiil need to be <br /> discussed. <br /> Commissioner Radcliffe asked where the different funding comes from. <br /> Mr. Conklin said that MSI is primarily privately funded. He said they do charge for the <br /> Program, but the Program fees do not begin to cover the cost of the Program. There is <br /> no public funding. <br /> Commissioner Piulle referred to the Resoonse to Comments Document, Mitigation <br /> Measure J.4: regarding child care. She said the last sentence of the paragraph below <br /> Mitigation Measure J.4, which states, 'The City of Redwood City will determine the <br /> results of the needs assessment," should be incorporated in Mitigation Measure J.4. <br /> Chair Paulson said ir the Mitigation Monitoring and Reporting Program Document, Page <br /> 14, Column 4(Monitoring/Reporting Responsibility), it lists the City's departments <br /> responsible for the needs assessment. <br /> Commissioner SeybeR, referred to page 23 of the Response to Comments Document <br /> and said he was satisfied that the City will be responsible for the needs assessment, and <br /> wanted to know if the TDM (Transportation Demand Management) will be part of the <br /> assessment. <br /> Ms. Ekas said the child care center is listed in the Transportation Demand Management <br /> Program in the EIR, and needs to be in there to get their trip credits. <br /> Chair Paulson referred to the Mitigation Monitorina and Reoortina Program Document, <br /> Page 5 under Paragraph D.1 b, which says, "The project sponsor would implement more <br /> aggressive measures as part of the proposed Transportation Demand Management <br /> (TDM) Program, " and wanted to be sure that statement meant the City is the one who <br /> gets to decide what is more aggressive. <br /> Ms. Ekas said that was correct. She said staff is looking at how to monitor the <br /> effectiveness of the program that is being proposed. Ms. Ekas said if staff is not seeing <br /> the anticipated trip reduction, thE,n the Planned Development Permit will have some <br /> conditions as to adjusting and improving the TDM Program. <br /> Mt. Don Warren of Stonybrook Associates, Inc., said the EIR is weli documented. Mr. <br /> Warren wanted to recommend to the Commission, support of the Certification of the EIR. <br /> He said the project is excellent for the City, and he commends the approval of the <br /> Zoning Text Amendment for both chiid care facilities and MSI. <br /> Page 4 ot B <br />
