She said MSI, staff, and the Planning Commission were <br /> " very enthusiastic about Abbott's willingness, and that was the original intent of <br /> the bonus. She said she felt it was even more appropriate to give a FAR bonus <br /> for a facility that is open to the public, rather th;n for an amenity, such as a day <br /> care center, that is only for employees. <br /> ➢ Abbott is planning its Master Plan and they would like the certainty, now, of <br /> knowing that it has the Floor-Area-Ratio (FAR) bonus. She said even though <br /> Abbott intends to have a child care center (and will probably put it in the second <br /> or third phase of the project), they feel the need for the FAR bonus will be there. <br /> She said they don't know if child care facilities would be allowed (for sure) in the <br /> future on a biotech campus, due to a lot of new Federal regulations regarding <br /> security around companies that are working with biotech things. <br /> � Abbott would like to get credit for the entire 10,000 SF that it is providing for MSI. <br /> ➢ Abbott does not believe that the Text Amendment would not lead to unintended <br /> consequences (as staff stated). She said it is very restricted to an education <br /> facility, a non-profit facility, a facility that is independent from the development, <br /> one that is open to the public, one that is on 10 acres or more, and one that is <br /> developed in conjunction with a planned development permit for a master plan. <br /> She said that the exemption specifically says that the Planning Commission has <br /> the discretion to decide that the permit is warranted through the master plan or <br /> precise plan process, which gives them control. <br /> — : Abbott is being very generous with MSI; the�re giving them free land, design <br /> consultation for the new building, and a better location. She said they would like <br /> to have the 10,000 SF bonus based upon their generous gift to MSI. <br /> Commissioner Cronin asked Ms. Sloan about Bullet No. 2 of her letter which states "... <br /> provide the architectural services; develop conceptual plans for the new modern 10,000 <br /> SF building that is architectural compatible to the Abbott buildings:' He asked if that <br /> means Abbott would provide the designs for the MSI building, but it will be compatible <br /> with your designs. However, the actual responsibility of building is MSPs. <br /> Ms. Sloan said that was correct, and that it was an agreement between Abbott and MSI. <br /> Commissioner Piulle asked Ms. Ekas if MSI has any funding at the present. <br /> Mr. William Conklin, Chair of the Board of Trustees of MSI, said they do not have any <br /> firm commitments. He said they have dealt with many of their funders and large <br /> foundations in the area that are interested in what MSI does (i.e.., children they educate, _ <br /> the program, the research), and he said he is very confident that if they get the right to <br /> build, they will be able to raise the funds with a Capital Campaign. <br /> Commissioner Piulle asked if the FAR is increased, depending on giving you the land <br /> and helping with the design team, how assured can the City be that MSI will build, and <br /> that the credit given Abbott Labs will bear results. <br /> Page 3 of 8 <br />
