Adequate parking facilities, site improvements and landscaping shall be included in the plans and specifications. A cost estimate shall also be submitted at each phase of the iesign. Based on the conceptual design prepared by Anderson Brule's February 2i'03 estimate, the construction cost is approximatelK $10,500,000. The Architect shall prepare drawings, specifications, and other documents necessary so that the construction contract bid from a responsive, responsible contractor, acceptable to the City will be within the Estimated Construction Cost (ECC). 1. Evaluations of the City's ECC, detailed cost estimates prepared by the Architect represents the ArchitecYs best judgement as a design professional familiar with the construction industry. It is recognized, however, that neither the Architect nor the City has control over the cost of labor, materials, or equipment, over the Contractor's methods of determining bid prices or over competitive bidding and market conditions. Accordingly, the Architect cannot and does not warrant that bids will not vary from the ECC or from any estimate of Construction Cost prepared or agreed to by the Architect. 2. If it is determined that the bidaing produce prices in excess of the approved ECC due to omissions or errors in the ArchitecYs design or cost estimate, the "- Architect may be responsible for redesign, at no additional expense to the City, as may be necessary to obtain prices within the approved ECC or price(s) acceptable to the City. The City will assist as necessary to identify value engineering proposals and scope reductions to reduce the project cost. All redesign and scope reductions must be approved by the City, whose approval will not be unreasonably withheld. D. Schematic Design Plans and Specifications 1. Provide plans, outline specifications and schematic design cost estimate for the design of the 22,558 square foot Community Branch Library in Redwood Shores. The Schematic Design shall consist of, but not be limited to, preliminary code information, floor plan of the building, site plan, furniture and equipment plan, roof plan, building sections, civil, structural, mechanical, electrical, and landscaping plans. An outline specifications and preliminary cost estimate in accordance with CSI format describing both the basic and unique components to the Froject, shall also be submitted. � . 2. The Schematic desi n g submittal shall be re ared in accordance to the P P requirements of the Califomia State Library Bond Act Grant Recipient Submittal Checklist, Schematic Detail Checklist (Attachment 1). 3. Schedule and Submittals- Submit one (1) set of plans, outline specifications �-- and cost estimate to the City within 90 calendar da s after notice to roceed. Y P -2-
