<br /> " , , . , ,. - <br /> Ct.A- , <br /> " '- <br /> May 10, 2004 <br /> Subject <br /> Approval of the Draft Transportation Expenditure Plan for the Extension of Measure "A". <br /> Recommendation <br /> Adopt a resolution approving the Draft Transportation Expenditure Plan, dated March <br /> 18. 2004, to extend Measure "A" for a 25-year term beginning January 1, 2009, in <br /> accordance with the statutory requirements under California Public Utilities Section <br /> 131055 etseq. <br /> Background <br /> In accordance with California Public Utilities Code Section 131000 et seq., the San <br /> Mateo County Transportation Authority (TA) has prepared this Draft Transportation <br /> Expenditure Plan at least one year prior to the date of the last general election, in which <br /> the current measure will be in effect (2008) and held a public hearing on February 28, <br /> 2004. The City and County Association of Governments unanimously supported the <br /> extension of Measure "A" and approved an initial draft plan at their March 11, 2004 <br /> ~' meeting. As a result of comments received during both the public comment period and <br /> the formal public hearing, two substantive amendments were made to the plan: <br /> 1. changing the term of the extension from 20 to 25 years, and <br /> 2. increasing the percentage distribution to the Local Streets and Transportation <br /> Program Category from 20% -22.5 %. <br /> The TA Board adopted the amended plan on March 18, 2004. On April 28, 2004, the <br /> Metropolitan Transportation Commission unanimously approved the plan. <br /> In accordance with California Public Utilities Code Section 131055, the Draft Plan will <br /> be brought before each of the cities in San Mateo County for approval. The Draft Plan <br /> must be approved by a majority of cities representing the majority of the population of <br /> the incorporated area of the County by a majority vote of their respective Councils. The <br /> Board of Supervisors currently scheduled to hear this item at their July 6, 2004 <br /> meeting, also must approve it. At that time, the Board of Supervisors will recommend <br /> whether or not the approved Plan and the extension of the local sales tax be placed on <br /> the ballot for voter approval in the next general election (November 2004). <br /> Over the last year, TA staff has been soliciting input from multiple sources on the <br /> elements of the Draft Plan. Communities and agencies throughout the County were <br /> invited to identify projects and programs for inclusion in the Draft Plan. Interim progre$S <br /> reports were made to the T A, C/CAG and CMAQ, which resulted in feedback from <br /> ~ elected officials.
