Additional insight into voter <br /> perspectives has been obtained from available polls. <br /> Significance <br /> The enclosed Draft Transportation Expenditure Plan, dated March 18, 2004, <br /> recommends the extension of the Measure "A" half-cent sales tax for a 25-year term, <br /> beginning Januo.1ry 1, 2009, and defines the distribution of the extende,i tax revenues. <br /> The Draft Plan embodies a balanced strategy that is consistent with th<l Countywide <br /> Transportation Plan, and will meet the transportation needs of San Mateo County, now <br /> and in the future. <br /> The Draft Plan establishes a number of objectives including reducing commute corridor <br /> congestion, making regional connections, enhancing safety, meeting local mobility <br /> needs for seniors and people with disabilities and meeting the unique transportation <br /> needs of the cities and County. It provides for funding in six program areas, including <br /> transit, highways, local streets/transportation, grade separations, pedestrian and <br /> bicycle, and alternative congestion relief projects to meet these objectives. <br /> The TA prepared the Draft Transportation Expenditure Plan based upon a process that <br /> sought input from the following entities: <br /> » A Countywide Technical Advisory Committee <br /> » Public Workshops hosted by the TA . <br /> » Comments from presentations to elected officials <br /> » Available polling information <br /> » Comments from the February 28,2004 Public Hearing hosted by the TA and <br /> League of Women Voters <br /> Alternatives <br /> To not approve the Expenditure Plan would show lack of support for the TA in its efforts <br /> to gain support for passage of the new Sales Tax Measure, and would be inconsistent <br /> with previous discussions held by the City Council. <br /> Fiscal Impacts <br /> A 25-year extension of the half-cent sales tax is estimated to generate $1.5 billion in <br /> current dollars, which would be distributed as described in tbe enclosed Draft <br /> Transportation Expenditure Plan. Twenty-two and one-half percent (22.5%), or $ 337.5 <br /> million dollars, will be allocated to the cities and County to fund local transportation <br /> needs. Based on the current formula, the City of Redwood City is projected to receive <br /> $32,440,500 million in (2004 dollars) over the life of the extended Measure for <br /> maintenance on local streets. On the list of projects in Redwood City are the partial <br /> funding for the Woodside Road/Route 101 Interchange Project, the Woodside Road <br /> Widening Project, and the Ferry Service from Redwood City to San Francisco.
