Approve and authorize the City Manager to execute an Amendment to the <br /> Cooperative Service Agreement between the City of Redwood City and the <br /> Department of Agriculture Animal and Plant Health Inspection Service, Wildlife <br /> Service (Redwood Shores Predator Management). <br /> 2. Authorize the City Manager to execute future similar Amendments and Scopes of <br /> Service, providing the new amendments and scopes of service do not exceed <br /> $60,000 annually, and that the Wildlife Service is performed to the City's satisfaction. <br /> '-- Background <br /> In October, 2002, the City Manager executed an agreement to carry out a Predator <br /> Management Program (PMP) in the Redwood Shores area under the new administrative <br /> authorization, to execute a contract not exceeding $60,000. The execution of this <br /> Agreement is in compliance with the "Conditions of Approval" that the Corps of <br /> Engineers attached to the Levee Improvement Project Permit. <br /> The Standard Agreement format used in previous years was changed in 2002. The new <br /> Agreement now contains language that allows the agreement to continue indefinitely. <br /> This makes the 2002 Agreement a Master Agreement with the intention to only modify <br /> the Scope of Work/Budget Plan for future years. <br /> The Agreement can be terminated with a 90-day notice by either party. The termination <br /> will depend largely upon how healthy the endangered species become, or if other <br /> substitute mitigation is accepted. <br /> Theoretically, these amendments will raise the value of the Master Agreement beyond <br /> $60,000, which will exceed the City Manager's administrative authorization to execute. <br /> Council approval of this recommendation will waive the $60,000 cap for this particular <br /> Agreement, but the annual service contract will not exceed $60,000. <br /> "- <br />
