REPOR T <br /> - �.c-� <br /> To the Honorable Mayar and City Council <br /> ` From the City Manager <br /> June 7, 2004 <br /> Subject <br /> Picnic Reservation Rate Schedule <br /> Recommendation <br /> Approve the attached resolution adopting the Picnic Reservation Rates at Eight (8) Redwood <br /> City Parks and re-adopting uniform building rental rates for Parks and Recreation facilities per <br /> the recommendation by the Parks and Recreation Commission. <br /> Background <br /> The current policy for the use of picnic and BBQ areas in Redwood City parks is on a first come, <br /> first serve basis. The only park in which we are accepting "notification" of use is at Stafford Park <br /> due to the popularity of the park and to address some neighbor concerns. <br /> Because of this current policy, staff has not been burdened with the time of processing <br /> requests, nor have we accepted the responsibility over who is using the picnic sites. However, <br /> we have received reports and have witnessed people either sleeping over night on picnic tables <br /> or coming as early as 5:OOam to claim picnic areas for their events. We have also received <br /> reports of people arguing over the use of picnic areas. The Parks and Recreation Commission <br /> is bringing this recommendation to the Council in order to address these concerns, to gain <br /> control of these areas and to look at new sources of revenue. <br /> Ten local agencies were surveyed on their picnic policies/procedures and rates. Attachment A <br /> "Picnic Reservation Comparison" shows what each agency charges for their picnic areas. <br /> Attachment B"Rates" details the proposed rates and identified picnic areas for Redwood City. <br /> We found that Bay Area cities charge anywhere from $5/table per day up to $25/table per day. <br /> The Parks and Recreation Commission recommends that Redwood City charge $10 per picnic <br /> table per day and $10 extra (per application) for non-residents. <br /> Of the 23 parks in Redwood City, we are proposing that we accept reservations in eight of our <br /> parks. The criteria for selecting the proposed picnic sites are: <br /> 1. The park must have restrooms <br /> 2. The park must be at least 1.0 acre in size <br /> 3. The picnic site must have tables <br /> The eight parks recommended for reserved picnic use are: Hoover, Marlin, Mezes, Red Morton, <br /> Shorebird, Spinas, Stafford and Stulsaft. <br /> If the Council chooses to accept this recommendation then it is necessary to adopt the Picnic <br /> Area Reservation Rates, re-adopt the Uniform Building Rates, then rescind Resolution Number <br /> 14505 (Building Rental Rates for Parks and Recreation Facilities). <br />
