The City Council accepted the Task Force Report and directed staff to return with various implementation actions for their consideration. The Redwood City Recycled Water Project ("Project") will be implemented in multiple phases over the next several years, beginning with some recycled water delivery in the 2006 irrigatior season. The initial phases will include commercial portk.ns of Redwood Shores and tt;~ Greater Bayfront area, with future expansion possib~\"'l. into Central Redwood City. ;-he major components of the Project are: . Treatment improvements consisting of filter modifications, chemical feed addition and filtered water line at the SagA site - owned and operated by SBSA . Disinfection facility consisting of new chlorine contact chamber at the SBSA site - owned by Redwood City, operated by SBSA . Storage and pumping facilities located inside the SagA plant property (includes a back-up supply line for potable water) - owned and operated by Redwood City . Distribution system consisting of new transmission pipelines throughout the water service area, in street rights-of-ways - owned and operated by Redwood City . Customer site retrofits for each existing private or public site with a landscape irrigation meter. Retrofits will occur as each property owner has agreed to convert to recycled water for landscape irrigation and industrial uses. The recycled water disinfection facility and the storage and pumping facilities will be in a single structure located at the SBSA treatment plant site. The Project plan calls for this facility to be designed and constructed by SBSA and paid for by Redwood City. Upon completion of construction and acceptance by the City the facilities ownership will be transferred to the City. SBSA will be responsible for operation of the disinfection facility while the City will be responsible for the operation of the storage and pumping facilities. The production of recycled water will be SBSA's responsibility up to the "Point of Delivery" which will be defined as where the recycled water enters the storage tank. The ownership and responsibility for the water will transfer from SBSA to Redwood City at the Point of Delivery. Since the structure will be a City-owned facility it is recommended that the disposition of real property beneath the structures be addressed in a long-term lease agreement ("Lease"). On March 24, 2004 the SBSA Commission passed a resolution approving bid documents and a draft lease agreement for land consisting of a portion of the South Bayside System Authority property located at 1400 Radio Road, Redwood City, for a municipal recycled water storage and pumping facility site; and authorized the call for bids. (The draft lease agreement and minimum bid price were based on the appraisal of the site for and lease with Redwood City - as approved in 1997 - for the Parks Satellite Maintenance Facility). On May 24, 2004 the City Council authorized the City Manager to submit a bid price of $0.31 per square foot per year, for 50 years, to be adjusted after three years and periodically thereafter by the CPI index. All of the legal, operational and financial details of the long-term partnership arrangement between the two agencies will be embodied in the Agreement for Production and Delivery of Recycled Water between the South Bayside System Authority and the City of Redwood City.
