C -r=ORNIA 94063-1655 (650) 363-4653 <br />WEB PAGE ADDRESS:http:lJwww.co.sanmateo.ca.us FAX: (650) 599-1027 <br /> <br /> <br />April 13,2004 <br /> <br />Dear Cityrrown Council Member, Cityrrown Manag_ark Volunteer and Directors: <br /> <br />On March 29, 2004, over 60 council members, managers, park and recreation commissioners, vohmteers and <br />directors met to discuss the possibility of creating a countywide special district that could generate a dedicated <br />revenue source for our various parks programs. Many thanks go to those who participated. The evening was <br />informative and generated a sense of consensus around enabling legislation. <br /> <br />Parks throughout San Mateo County face the challenge of funding. Once approved by voters, the special park <br />district would have the ability to provide mechanisms for operations, maintenance, capital projects and other <br />needs. The district would also foster collaboration on projects and programs in our parks and recreation <br />facilities. TIlis letter serves as an update on the progress made at the meeting and to share some next steps. <br /> <br />There are tWo phases in the process: I) Passing enabling legislation, which is needed to place a ballot measure <br />before the voters. Senator Sher has indicated a strong interest in this project and we are confident that he will <br />introduce the enabling legislation. Once introduced, the bill for enabling legislation will likely be assigned to a <br />policy committee in the coming weeks. 2) Crafting the actual ballot measure, which will provide the details of <br />the special district. <br /> <br />It is important to have a broad-based group that reflects the communities' needs and it is critical that your <br />support be made known and included in the policy committee's analysis of the bill. Please fInd attached a <br />modelletter of support and a resolution for your agency's approval. Your letters of support need to be sent to <br />Senator Sher, with a copy mailed to Supervisor Jefry Hill. Once a bill number is assigned, you'll be asked to <br />send a letter of support for that specific bill, as well. <br /> <br />As noted during the March 29 meeting, stakeholders will have opportunities to draft and review the ballot <br />measure before voters consider it. As this legislation progresses through the Legislature and as the ballot- <br />measure planning process begins, we invite you to participate in the San Mateo Countywide Special District, <br />Parks and Recreation Planning Committee.
