By resolution, authorize sole source purchase of LUKE model "pay-by-space" <br /> parking meters (manufactured by Digital Payment Technologies of Vancouver, <br /> Canada) for an amount of $402,957 and suspend the requirements of Article VII, <br /> PURCHASING, Chapter 2 of the Municipal Code governing competitive bidding. <br />2. By resolution, appropriate $402,957 from the Parking Fund for the purchase of <br /> LUKE parking meters. <br />3. By motion, authorize staff to execute an agreement with Digital Payment <br /> Technologies for the purchase of forty (40) LUKE model parking meters in the <br /> amount of $402,957. <br />4. Provide staff with direction for the operation of Library Parking Lot A. <br />Background <br />In July, 2005 the City Council approved a parking management plan that included a <br />provision for the installation of computerized "pay-by-space" parking meters in the <br />Downtown core area. The meter upgrade was considered necessary and desirable for <br />several reasons, including expansion of payment options, reduced meter clutter, and <br />increased ability to effectively manage the parking supply in the busiest areas. <br />Following the adoption of the plan, staff developed a set of specifications for the selection <br />of the equipment. The specifications incorporated the preferences of Downtown business <br />owners, property owners, and employees; staffs assessment of the technical <br />requirements; and observations by Council during prior discussions. Key features specified <br />include: <br />. Ability to pay with coins, bills, credit cards, and pre-paid "smart" cards <br />. Ability to print receipts <br />. Solar powered <br />. Wireless communication <br />. Large color screen <br />. Remote management of rates by City staff <br />. Tiered pricing structures <br />. The option of vendor-hosted software or City-hosted software <br />. The ability to pay for any parking space from any meter <br />. The ability to operate in Upay-by-space" or "pay-and-display" configuration <br />. Durable construction <br />.
