<br /> 7C <br /> Page 3 <br />Staff requests direction from Council to resolve parking needs in the Library Parking Lot A <br />before finalizing the meter installation configuration. Previous discussions have included <br />requests to consider some sort of free parking for Library patrons. Staff has provided a <br />summary of options for providing free parking in Library Lot A in Attachment 2. <br />Community Development Services and Library staff recommend Option 6 as the fairest <br />and most workable solution. Library Parking Lot A is currently metered and people are <br />used to paying there. Equipping the lot with LUKE machines and charging the market-rate <br />price for spaces is cost effective and is the scenario most likely to provide efficient and <br />convenient parking for Library patrons. Validating for the Marshall Garage, Jefferson <br />Garage, and Middlefield Lot would provide free parking within a short distance to any <br />library patron. <br />Option 6 is also consistent with the current parking ordinance and can be implemented <br />concurrent with the proposed parking meter upgrades to Downtown currently under <br />consideration. Staff is prepared to retum to Council at a later date for the necessary <br />ordinance revision and agreements for additional equipment purchase if Council prefers <br />otherwise. <br />Fiscal Impact <br />The cost of the agreement under consideration which includes the purchase of the meters <br />and incidental services necessary to render the meters operational is $402,957. <br />Installation costs are not included, but are not expected to exceed $10,000.00. The <br />purchase amount was unknown at the time the Fiscal Year 2006/07 budget was finalized <br />and the decision was made to address this project's cost in a budget amendment. The <br />Parking Fund will pay for the purchase of the meters from the revenue generated by the <br />meters. Operational and maintenance costs will also be paid for with meter revenues.
