Review and discuss cancepts in the Economic Development Element and refer the <br /> Element back to the Pianning Commission for continued refinement. <br /> 2. Revsew, madify as desired, and conceptuai{y approve the proposed objectives and <br /> sfirategies contained in the 5-Year Economic Development Imp(ementation Pfan. <br /> lssues <br /> The City Council is being asked to review the proposed Economic Development E(ement of <br /> the General Plan, which is a twenty year pian far the City. This is#he�fth element to come <br /> before the Council to date for conceptuai approval. The General Pian with all thirteen <br /> elements vui11 return for final Council appsoval in 2007. <br /> The Economic Deveiopmen# Element is an optianal element, and this is the first time that <br /> this Element is praposed fio become part of the General Pian. This will be a s'rgnificant <br /> st�p in ensuring that�here is a focus on economic development efforts in the future which <br /> can lead to an enhanced quality o#life for the entire community. <br /> Additionally, to support the vision and goals of the Efement, there is an Economic <br /> Development Implementation Plan for your review. This Plan is intencied to guide the work <br /> of staff for the r►ext five ysars. It is action oriented and will be reviewed and evaluated <br /> mare frequently than the General Plan. Staff wilf prepare an action pian in support of the <br /> objectives and strategies that will have measurable outcomes. <br /> Major Findings <br /> The State requires that cities acfopt General Plans and that they periodica!!y review and <br /> update them. Most Generat Pians are in effect for 15 ta 20 years. A iimited number of <br /> Genera! Pian amendments are aifnwed cfuring that time. <br /> The City adopted an Economic Development Strategy ten years ago. It is appropriate and <br /> very timely that this pfan be updated at the same #Eme that the City is also reviewing the <br /> General Plan, particuEarly since fhere is a proposal to inciude an optior�al Economic <br /> Deve{opment element for tFie first time. <br /> Together these documents will hefp to ensure the City's ecanamic viability and a quafity of <br /> life for a!! citizens. <br />
