Over the last ten year period, the overall economy has experienced several cycles, and although the 96' plan has provided a gaoc4 foundation for positive ecanamic development efforts, it is time ta rethinic and renew our strategies and work plans. Staff has worked closely with a task force of the Chamber of Commerce and an economic developmenf consultant to develop a new 5-year plan fo move forward. Working wifh the task #orce ancf cansultant, the process ta develop the Economic Development Element and tmplernentatian Pian recommendafians has taken about two years. (t has included the followirtg steps: • Deveiop the vision and poiicies contained in the Efement; • Conduct an assessment of the City's economic base aver the last 10 years; • Prepare an ana(ysis of the City's assets as they effect economic devetopment; � Assess the current business cfimate through focus groups with businesses and community groups, on-line surveys for businesses and residents, and individual interrriews with key stakeholders; � Compiie a!i of the analyses and input from surveys and interviews into an assessment report, and � Create an impiementation plan for the next five years that is in support of the visiar�, goals and policies. Far eacf� objective, there are a number of s#rategies. !t is the intention ta have these objectives and strategies, if approved, become the guide for staff s action/work plans far the next fiv�years.
