9B <br /> Page 3 <br /> The actuai strategies anci implementation actions for the Element can be found in a <br /> separate document, entitled, "Economic Development Implemen#ation Pian." That Plan is <br /> described betow. <br /> As previousiy noted, staff has worked closely with a tasic force af the Chamber of <br /> Commerce to develop the Element and also abtained comments from the City's �inance <br /> Director. The Plartrting Cammission has already reviewed the Etement and has held <br /> several public hearings. <br /> At this time, the Ci#y Council is not being asked ta adopt the efement or substantially <br /> discuss the details of the dacument. Rather, staff wants to simply provide an update and <br /> affirm directian and approach on the pvlicy concepts. If there is some goaf and policy tha# <br /> does not seem appropriate or something is missing, then staff woufd appreciate the <br /> feedback. Following Cauncil review, staff wilf work out the details at the Planning <br /> Commission fevel, and then bring the entire General Plan back for formal review and <br /> adoption. This approach wil! essentially be the same process for ali thirt�en elements. <br /> The General Plan process consists of several steps. FErst the Pianning Commissian <br /> reviews the draft documents as #hey are written by staff. Following the Pfanning <br /> Commissian's review, comments, and public hearings, the General Plan Liaison to the City <br /> Councii then b�-ings forward the Elements to"check-in°and inform the City Council(one or <br /> two e(ements at a time). Cvuncii then commertts on eact�document and c�nfirms that staff <br /> is generally on the right tracic. <br /> 5-Year Economic Development Implementatian Pfan <br /> (n May of 1996, the C'rty Council adopted the first Economic Development Strategic Pian <br /> far the City. That document contained several recommended strategies: <br /> • Ta�get Indusiry Programs <br /> • Citywide Business Attractian <br /> • Citywide Business RetentiQn <br /> + Gity Procedure/Department lmprovements <br /> • Downtown Revitalization <br /> Each strategy included a number of action steps to be carried ou#in support of the overall <br /> economic development effort. fn the past ten years, most of the activn steps have been <br /> comple#ed. In brief summary, the highlights of the accompiishments include: <br /> • improved re(ationships with targeted industries, in particular, the automabile <br /> dealers. <br /> • An economic deveiapment ir�formation page an the City's website, and a link to a <br /> regional website through participation with ,loint Venture Siiicon Valiey (JVS�. <br /> • Established relatianships with the commercial brokerage community. <br /> • Qutreach to existing business and industries through facus groups, participation in <br /> business advocacy groups, and one-on-�one meetings. <br /> • Business appreciation events. <br /> Page 2 of 5 <br />
