7A
Page 1
RP'JRT
To the Honorabte Maar and City Counci#
From the Ci Mana er
otor, 2aas
Subject
Appr4val of Revised Strping Piarr ta add Bicycle Lanes an irdustriai Way
Recommendation
By motion, apprave a revised lane striping plan #hat includes bicycle lanes on lndustria!
Way between Whippfe Avenue and the north City iimi#/San arlos border. The revised
striping plan wil! be incorparated as part of the 2005-2406 Street Overlay Project.
Backgraund
On September 11, 2Q06 the City Council awarded the construction con#rac# and
approved the contract documents for the 2005-2006 Street Overfay Project. This
project incfudes repaving and re-striping lndustrial Way btween Whipple Avenue and
the north City limit/San Carlos border.
Gurrentfy there are bicycle lanes on lndustrial Way to the north, in San Carios, which
abruptly end at the Redwood City/San Carlos City limit line. This project offers a
convenient opportunity to make changes to the [ane configuration to add bicycie lanes,
with littie or no adciitional cost to the City, as the new surface must be re-striped
anyway.
On September 13, 2006, a community meeting was hosted by the Redwood Cify
Gommunity Workirtg Graup on Bicycle & Pedestrian tssues; and facilitated by Gity staff
and the Peninsula Conflict Resolution Center (PCRC), to present and discuss two
propased lane configuration aI#erna#ives that would add bicycEe lanes on this segment
of Industrial Way. Meeting notices were maifed out to esidents and businesses in the
area bordered by Whipple Avenue, Veterans Botaievard, the north City limi#, and Lenolt
Street. Additionaliy, the Bicycle & Pedestrian Group distributed flyers door-to-doar to
residences in the area bordered by Whipple Avenue, Lenolt Street, the north City/San
Carlos border, and Stafford Street (Notification area map attached). This meeting was
attended by twenty-one (21) members of the public, as weN as tree members of City
staff, and three PCRC facilitators. A summary report of this meeting prepared by
PCRC is attached for reference.
The addition of bicycle lanes on this segmen# of Industriai Way will senre a key portion
af the County-wide bicycle plan's North-South Bikeway, axtending the existing bicycle
lanes in San Carlos south to Whipple Avenue, and bike lanes could eventually extend
sauth of Whipple Avenue along Winslow Street, providing a connection to the
dawntown area. The additian of bicycle lanes will involve coilabarat9on with the City of
San Carios, in order to transition between the existing bike iane confiiguration in San
Carlos and the new proposed lane caguration in Redwood City. City staff are
coordinating this transition #a the proposed bike lane plan with San Carlos staff.
