7A
Page 2
The current (existing} iane carfiguation and the two alternatives that were presented
at the cammunity meeting are described below:
• Existin (No bike lanes) — Four traffic lanes (two northbound and two
southbound}, and paraflsi parking on bath sides af the street.
• Bike Lane Aftemative 1 — Three traffic lanes (one northbound, one southbound,
and one center two-way ieft turn iane), parailel parking on both sides of the
street, and bike fanes northbound and southbaund.
• Bike arte Aiterna#ive Z — Four traffic lanes (twa northbound and two
southbound}, parallel parking ar► the east side of the street only (commerciai
side), and bike lanes norkhbound and southbauncS.
Cross section and plan view sketches showing the existing configuration and the
proposed alterna#ives are attached.
Of the two proposed bike Iane alterna#ives, the Bicycle S Pedestrian graup Ias
indicated support for Alternative No. 1 aver Aftemative Na.2. City staff also prefers
Alternative No.1, and views this alternative as a "modesY` plan because if does not
affect the existing parking, and the expense to make these proposed changes are
minimal. Staff believes that this altemative wifl also prdvide safety enhancements,
summarized below:
• The reduc#ion of vehicle traffic lanes from four lanes to three Ianes should: 1}
result in slower and more consis#ent vehicle speeds, 2) allow easier left tum
movements out of side streets and driveways, and 3} reduce the number of
traffic lanes that pedestrians have to traverse to cross the street.
• This a4ternative provides a dedicated fane for left turn movements, altowing left
turning vehicies to get out of the fiow of through traffic, which should result in a
iower rate of rear-end accidents.
This project wiil be partially funded by Federai Transportation grant funciinp under the
Surface Transpartation Program (STP). The STP strongly encourages agencies to
incarporate bike lanes, wharever feasible, on any street improvement projec#s receiving
Federa{ fiunding support.
Below is a summary of existing traffic speed, volume, and accident data for the subject
segment of IndusVial Way. Attached is a tabie showirg exis#ing traffic vaiumes for
various roadways in Redwoac! City for comparison purposes.
Traffic Volume Date:
Northbaund Southbound Total
Daiy - 9,600 - --------5,90Q- ------15,500
Peak Hour 5-6 m -WTf. _._ a 500 1 5Q4
Speed Data:
; I Narthbaund { Sauthbound
Avera e m h 34 G 33
85 Percentile m h 38.5 38
