REPORT

6.10
Page 1

To the Honorable Mayor and City Council
From the City Manager

November 13, 2006

Subject
Storm Drains Utility System Pumps and Pump Motor Repair

Recommendation
By motion, authorize Agreement for the repair, overhaul and reconditioning of various sized
storm pumps and pump motors to Pump Repair Service Company of Daly City, CA for the
not-to-exceed amount of $71,775.00

Background
On May 18, 2006, the City published a notice that Public Works Services would be
accepting proposals until June 28, 2006 from qualified firms to provide pump and pump
motor repairs services for the Storm Drains Utility System. Additionally, PWS staff mailed
the Request for Proposal to four known firms that provide such services. Redwood City
currently has 17 major pump stations housing approximately 33 storm pumps, excluding
the new cinema garage pump stations, of varying sizes throughout the City. Each pump is
controlled and operated by either electric motor or by diesel engine. These pumps require
periodic maintenance, repair, overhaul and I or replacement.

Each year the Public Works Services Department compiles a list of the pumps and pump
motors identified for scheduled maintenance. The extent of the maintenance and
conditioning for any pump or pump motor cannot be definitively known until the pump is
first pulled and dismantled. A failure analysis is completed by a technically qualified
vendor, who then will make recommendations to staff.

Staff required vendors to submit individual prices for the repair I reconditioning of existing
pumps. The purchase of new pumps is not included in the bid; however replacement
pumps may be considered when an assessment of a pump by the vendor demonstrates
that replacement is more cost efficient than repair.

The City Clerk advertised the bid invitation for one month and the Request for Proposals
was mailed to four vendors, as listed below. The one proposal for services was received
and opened on Wednesday, June 28, 2006. Another vendor responded by letter
expressing no interest in quoting on the work.

.
