<br />R...................r:=........................p......~"O........................'R.......................r.................. <br />':C:;:;j ...... <br /> <br />6.1E <br />Page 1 <br /> <br />To- th~ HQnorable Mayor and City OQuncif <br />Frrun the City Manager <br /> <br />November 13, 2006 <br /> <br />Subject <br />Sole Source Professional Services Agreement for Pump & Pump Motor Repair Services <br />- Sanitary Sewer System ITT Flygt Submersible Pumps <br /> <br />Recommendation <br />By motion, authorize an Agreement with lIT Industries of Fairfield, CA in the amount of <br />$66,450.00 for preventative maintenance and repair services of various sized lIT Flygt <br />submersible sewage pumps. <br /> <br />Background <br />This is a request to enter into a sole source agreement with lIT Industries, Fairfield, CA for <br />the maintenance and repair of the City's Sanitary Sewer System ITT Flygt submersible <br />pumps and pump motors. The ITT Fairfield office is the Western Regional Offices of USA <br />ITT Flygt Corporation of Trumbull, Connecticut. a wholly owned subsidiary of ITT Flygt of <br />Sweden. The firm is the manufacturer and distributor of the City's fleet of sanitary sewer <br />submersible pumps. The corporation's Fairfield office contains a full service pump <br />maintenance and repair facility. <br /> <br />The City last issued a solicitation for repair services for the sanitary sewer system pumps in <br />August 2004. lIT Industries was deemed most qualified and responsive to the City's <br />needs, as stipulated in the Request for Proposals (RFP). The contract was awarded then <br />extended for one additional year to allow completion of the full inspection, maintenance <br />and repair for all 61 pumps housed in 30 sanitary sewer lift stations. The agreement <br />expired in July 2006. While other firms can provide repair services for these pumps, they <br />must purchase exclusively from ITT Industries or their authorized distributor. There is no <br />appreciable cost or service performance benefit to the City derived from implementing the <br />competitive process for the sewer system pumps. In prior years only one other vendor has <br />provided pump repair service for the system's Flygt submersible pumps; and there were <br />troublesome service delays and long lag time between when a pump is pulled and returned <br />to service, in several instances. <br /> <br />Over several years, Public Works Services standardized the City's fleet of sewer pumps to <br />the lIT Flygt submersible pumps. These pumps have proven to be the most durable and <br />reliable pumps for the City's sewer system. A standardized system allows for a small, <br />dedicated inventory of parts for the pumps, rather than stocking parts for a variety of pump <br />manufacturers, and; it allows the system utility specialist to be familiar with the workings <br />and unique characteristics of these pumps. Contracting with the manufacturer ensures <br />knowledgeable service, and readily available parts and pumps, when needed. <br /> <br />The scope of services includes scheduled preventative maintenance (PM) according to a <br />21-point inspection checklist specific to the submersible pumps we have in our fleet. The <br />firm is capable of performing repair services onsite at the lift station. For pumps requiring <br />shop maintenance and repair, they have the necessary equipment to remove the pumps <br />
