He said if the Planning <br /> Commission found e vacation not to be in conformance, he believes it would stop right <br /> here, but could be b ught back within a certain amount of time, if a future Planning <br /> Co,nmission had a cha e of heart. <br /> Comrnissioner McCoy s'd the Planning Commission asked Mr. Church to re-read the <br /> section in the General Pla regarding "mid-block walkways". <br /> Mr. Church read Page 7-19 f the January 22, 1990 General Plan Document as follows: <br /> "A few mid-block walkways r ain in some residential neighborhoods. These walkways <br /> should remain in tact whenev possible, particularly if they provide direct connections to <br /> schools, parks, and shopping. ny potential security problems to adjacent homeowners <br /> should be addressed and mitigat , rather than having these walkways abandoned." <br /> Commissioner McCoy said he co not see what the City would gain by this, other than <br /> the value of the lot at 2303 Good in Avenue goes up slightly. He said he's not sure <br /> about promoting the Urban Beauty lause cited in the staff report versus the paragraph <br /> Mr. Church read, which is more in formance with the General Plan. He said he's not <br /> convinced the Planning Commission eeds to take any action. <br /> Commissioner Radcliffe said accordi to what Mr. Church read, this is intended as a <br /> walkway (a passage to another desti tion). She wanted to be clear that since this <br /> particular easement does not fulfill that tention, the Planning Commission would not be <br /> cutting anyone off by vacating this land, nd possibly the property owner may take more <br /> ownership of this piece of property and d velop it. <br /> Commissioner Garcia said was comforta le with making the finding of General Plan <br /> conformity. <br /> Commissioner McCoy asked if this piece o land is a City-owned strip of land, or an <br /> easement over the existing lot? <br /> Mr. Lynch said the Ciry does not own anyt g there. He said it is an easement <br /> dedicated to the public, so the only public that s an interest right now is the City. He <br /> said the City is exercising their right to use it as a asement. <br /> M/S: (Garcia/Paulson) to accept staff's recommen tion to determine that the vacation <br /> of this pathway is consistent with the General Plan. <br /> Motion passed 5-0. <br /> 6. ZONING TEXT AMENDMENTS: <br /> Recommendation to the City Council that it adopt the following Text Amendment <br /> Ordinances: <br /> Planning Manager Church said there is a"Resolution of Intention" and three actions to <br /> amend the Zoning Ordinance recommendations to the City Council: (1) supplementary <br /> provision dealing with densiry bonuses; (2) Accessory Dwellings, and (3) simplifying <br /> initiation of zoning amendments. <br /> Mr. Church gave a brief summary of the amendments. <br /> Densitv Bonus. Mr. Church said the density bonus law proposed would apply to a <br /> project with five or more units, and requires that the City require either a densiry bonus <br /> and one other incentive, or other incentives of equivalent financial value.
