IA-IZ
principai caregivers and support system were the primary resident dwellers. He said the
debate had to do with how much land in an R-1 lot one wanted to dedicate to this R-1
use.
Commissioner Garcia s,id if you look at a 12 x 2 bedroom, thaYs approximately only
144 sq. ft. So if you add .i bathroom, living room & kitchen, 640 sq. ft. is very workable.
The Planning Commission did not wish to recommend an increase in size.
Commissioner Paulson said she remembers when she was on the Housing and Human
Concerns Committee this was also the highly debated issue when it went to the Planning
Commission. The issue even went to the City Council and they said no, they were not
interested in increasing the size. She said the argument at that time was it depended
how big your lot was.
Mr. Church said that State law has permitted up to 1,200 sq. ft. for many years, but that
the City decided they did not want to make the accessory units so large that they might
exceed the size of the main unit.
Commissioner Paulson said she remembers when staff went through the effort of
looking at all the lot sizes in the Ciry, and there were only three neighborhoods where a
larger size accessory dwelling could be constructed (Vera lots are long enough, but a
larger accessory dwelling would not allow for parking; the Farm Hilt and Edgewood
neighborhood lots could accommodate larger accessory dwellings).
Mr. Church said the State is making this non-discretionary, so the staff does not want to
be in the business of determining the size on a case-by-case basis. He said staff
believes, based on the units they have seen, that 640 sq. ft. is more than enough space.
Acting Chair Piulle said she remembered when the Planning Commission had the
discussion, and samples were brought forth to show how 640 sq. ft. can be a good
dwelling unit size.
Mr. Church addressed Ms. Borgens' concern about the length of time for seniors
affordable rental living. He s,3id the period of time of affordability would be 30 years.
The only situation with a 10 year requirement would be a condominium for sale.
Acting Chair Piulle asked if the City sometimes try to buy some of the affordable
housing, or is that another moot point. Staff said no. •
M/S: (McCoy/Radcliffe) to close the Public Hearing.
Motion passed.
M/S: (McCoy/Paulson) to recommend that the City Council adopt the Zoning Text
Amendments 2003-01 for Article 32, Supplemental Provision with the provision that staff
be allowed to modify the wording of Section 37.2 paragraph E, on Circle Page 16, which
currently reads, "The main or principal unit shall be owner-occupied," by motion includes
the request that staff modify the wording of that paragraph to comply with State law.
Motion passed 5-0.
M/S: (McCoy/Paulson) to recommend that the Ciry Council adopt Zoning Text
Amendments 2003-01 for Article 37 (Accessory Dwellings) with the provision that staff
Page 7 of 15
