PLANNED COMMUNITY PERMIT (852-860 WALNUT STREE� <br /> Zoning Administrator Jill Ekas said that this item was first brought before the Planning <br /> Commission in November of 2002, as an application for a Zoning Map Amendment, and <br /> a Precise Plan, now referred to as Community Plan No. 1(CP #1). The City Council <br /> reviewed and approved the Planning Commission's recommendation in May 2003. She <br /> said an application for a Planned Community (PC) permit has now been made. She said <br /> the applicant is seeking approval based on findings that the project plans are in <br /> — conformance with the approved Precise Plan. She said staff is recommending approval <br /> with a set of suggested recommended conditions of approval. <br /> Ms. Ekas gave a brief Power Point presentation to bring the Planning Commission up to <br /> date on the background of the project. She said the previous owners of this property <br /> took the project all the way through the Precise Plan process, but needed to sell the <br /> project. Ms. Ekas said the new applicant has redesigned the project for condominiums. <br /> There are three different units in each building, but now the proposal is for a <br /> condominium rather than a five lot subdivision. Lowest level units have one bedroom, <br /> and there is a two and three bedroom unit in each building. <br /> Ms. Ekas discussed the characteristics of the project, noting that the new applicants still � <br /> propose to use the Mechanical Parking Two-Tier Parking Stack (automatic type of <br /> mechanism). She said the applicant anticipates that the three bedroom unit would have <br /> two parking stalls assigned to it. The one and two bedroom units would each have one <br /> parking stalL <br /> Ms. Ekas said the open space has changed from the previous design. The Precise Plan <br /> does not specify a minimum square footage per unit, but does have quality comments <br /> about the type of open space that needs to be provided. She said the original plan had <br /> a ground level courtyard open to the sky. The new design will provide two rypes of <br /> open spaces. The lower level units will have a 65 sq. ft. front porch raised above grade, <br /> with decorative railings. The upper units will have fairly large. roof-top areas, <br /> approximately 204 sq. ft.
