� 5 I C -20 <br /> � SCOPE OF WORK, cont. <br /> � Hazards and Hazardous Materials <br /> The EIR will describe the hazazdous materials currently handled at Sequoia Hospital and any changes <br /> � in hazardous material use or generation proposed by the project, based upon information provided to <br /> DJP&A by the applicant. The EIR will describe the current health and safety policies and procedures <br /> employed by the hospital to reduce impacts and the potential for the project to result in hazardous <br /> � materials impacts, as a result of increases in use of hazardous materials and/or the generation of <br /> hazardous waste. The EIR will also address the potential for project construction to result in <br /> hazardous materials impacts from exisring sources of contamination, based upon a Phase I <br /> � Environmental Site Assessment completed under separate contract with the applicant and provided to <br /> DJP&A. Mitigation measures will be identified for any significant hazardous materials impacts. <br /> � Public Services <br /> The EIR will describe the existing public services serving tlie project site, including police and fire <br /> � protection, schools, and recreational facilities, and any increases in demand for public services <br /> resulring from the project. <br /> � Utilities and Services <br /> The EIR will describe the anricipated demand for utilities and services, including water, sanitary <br /> � sewer, stonn sewer, and garbage, based upon information provided by the applicant's engineer and/or <br /> available from the City staff. Mitigation measures will be identified, as necessary, for significant <br /> impacts. <br /> � Hydrology and Water Quality <br /> � The project site is not iocated in a flood zone or adjacent to a stream channel. The EIR will describe <br /> the existing drainage on the site and the proposed drainage of the project, based upon information <br /> provided by the applicant's civil engineer. The EIR will describe the measures included in the project <br /> � to reduce impacts to stormwater quality, in conformance with the NPDES permit requirements. This <br /> discussion will be based upon informarion provided by the project civil engineer, prepared under <br /> separate agreement and provided to DJP&A. Mitigation measures for drainage and stormwater <br /> � quality impacts will be identified, as necessary, for significant impacts. <br /> Noise <br /> The EIR will evaluate the noise impacts to and from the project, based upon a Noise Impact Study to <br /> be prepared by Illingworth & Rodkin. To accurately describe variations in the noise environment and <br /> at adjacent receptors, existing on-site noise levels will be monitored over a 24-hour period to quantify <br /> ambient noise levels, and short-term noise measurements will be made at additional locarions on and <br /> around the site. The study will calculate the incremental increase in roadway traffic noise that would <br /> result from project-generated traffic and from cumulative traffic. The noise study will also evaluate <br /> any increases in noise levels &om increased ambulance trips to the project. The study will describe <br /> the noise generated by the existing loading dock and the effect proposed changes to the loading dock <br /> will have on operational noise levels.
