� 5� I C'- 2 <br /> 3 <br /> � SCOPE OF WORK, cont. <br /> �- Scenario 3: Project Conditions - Scenario 2 background volumes plus traffic generated by the <br /> proposed development. <br /> � Scenario 4: Cumulative Conditions — Project Conditions volumes plus traffic associated <br /> with other pending developments in the area. This scenario will include the <br /> � potential buildout remaining in the Precise Plan. <br /> Trip Generarion <br /> � Hospitals and medical office buildings have unique trip-generating characteristics that can vary even <br /> between hospital operators. In order to accurately estimate the number of vehicle trips that will be <br /> � generated by the project, this scope of work includes traffic and pazking surveys of the existing <br /> Sequoia Hospital campus, to estimate peak hour trip rates, based on the existing number of beds, <br /> building area and number of providers (i.e., doctors), as well as determine the maximum parking <br /> � demand. The resulting trip generation rates will be compazed with rates,calculated in previous studies <br /> conducted by Fehr & Peers, as well as standard Institute of Transportation Engineers (TTE) trip <br /> generarion rates. The Kaiser Redwood City EIR traffic analysis and Health Facility Planning report <br /> � will be reviewed to evaluate the applicability of those assumptions regazding hospital space planning <br /> and trip generation. Finalized trip generation estimates will be developed and submitted to City staff <br /> for review and approval, prior to conducting the traffic impact assessment. <br /> ' Project Impacts & Miti ation <br /> The impacts of the proposed project on the surrounding roadway system will be identified by <br /> comparing the results of the level of service calcularions for Background Conditions to the results for <br /> Project Conditions. <br /> For significant impacts, feasible mitigation measures will be identified to reduce impacts to a less than <br /> significant level, where possible. Measures could include physical improvements (such as adding turn <br /> lanes, installing traffic signals, or restricting turning movements), as well as methods to modify the <br /> traffic demand of the project such as reducing the size of the project, enhancing faciliries for <br /> alternative modes, and implementing Transportation Demand Management (TDM) measures. <br /> Fehr & Peers will calculate the project's impact fee for each development alternative based on the <br /> City's fee schedule. Additional contributions may be required for improvements not included in the <br /> City's fee program related to emergency vehicle access and other circulation impacts. <br /> Project impacts to the surrounding transit, bicycle, and pedestrian faciliries will be identified. <br /> The impacts of construction phasing to pedestrian circulation, traffic circulation, and parking will be <br /> evaluated, based on a phasing plan provided by the City and/or Applicant. <br /> Sequoia Hospital Campus Project/Precise Plan EIR Scope of Services <br /> David J.
