Location Alternative <br /> The alternatives secrion will qualitatively discuss the impacts of the above options, as required by <br /> � CEQA. The alternatives discussion will describe the environmental impacts and benefits of the <br /> alternatives, compared with the project. The EIR will identify an environmentally superior <br /> alternative, based on the number and degree of associated environmental impacts. <br /> � Other Required Secrions <br /> � The above discussions identify and highlight the major issues to be addressed in the proposed EIR. <br /> The EIR will also address other information typically required for an EIR These other sections <br /> include the following: 1) Significant Unavoidable Impacts; 3) EIR References & Organizations & <br /> � Persons Consulted; and 4) EIR Authors. <br /> Phase II <br /> � D. Preparation of the Draft EIR <br /> � The Administrative Draft EIR will be revised, based upon the comments and revisions received from <br /> the City staff and the applicant. A second administrative draft will be prepared, incorporating <br /> requested changes and five copies will be submitted to the City for review. Comments on the second <br /> � administrative draft will be formed into a"screencheck" Draft EIR, and up to three copies of the <br /> document would be submitted to the City Staff for review and approval. Upon approval by the City <br /> Staff, the document would constitute the Draft EIR and up to 50 double-sided copies of it would be <br /> � printed and delivered to the City for distribution and public review. A PDF version of the Draft EIR <br /> will be provided to the City on a CD, for their posting on the City's web site. One single-sided <br /> reproducible copy of the Draft EIR will also be provided to the City. <br /> � E. Preparation of the Final EIR <br /> � Upon conclusion of the DEIR circulation period, DJP&A will prepaze the Final EIlZ in the form of an <br /> amendment to the Draft EIR that will be a Responses to Comments document. The Responses to <br /> Comments document will include the following items: <br /> � 1. Revisions to the EIR text, as necessary; <br /> 2. List of individuals and agencies commenting on the DEIR; <br /> � 3. Responses to comments received on the DEIR, as directed by the City staff; <br /> 4. Copies of letters or records of verbal comments received on the DEIR; and <br /> 5.
