� <br /> �ic-�� <br /> � PROJECT TEAM <br /> � Our proposed project team would be managed by David J. Powers & Associates, with Judy Shanley <br /> as the Principal-in-Chazge, Nora Monette as the Senior Project Manager, and Will Bums as Assistant <br /> Project Manager. Ms. Shanley would provide general oversight and quality control. Ms. Monette <br /> � would be responsible for preparation of all documents in a timely manner, and would be the direct <br /> contact to the City and all technical sub-consultants. Mr. Burns will assist Ms. Monette in preparing <br /> the environmental documents. A detailed description of the role of Project Manager and project <br /> � Principal is provided below. Resumes for all three David J. Powers & Associates staff are included in <br /> Appendix A of this Proposal. <br /> � We have selected technical subconsultants for this project that each have a great deal of experience <br /> with hospital projects and the project area. Our scope of work includes technical reports prepazed by <br /> Fehr & Peers Associates, Inc. (transportation), Illingworth & Rodkin, Inc. (noise), Donald Ballanti <br /> � Certified Consulring Meteorologist (air quality), Previsualists Unlirnited (photosimulations), and <br /> Holman and Associates (cultural resources). Each of the fiims included in our project team is <br /> described briefly below, in addition to a summary of their area of responsibility on the project. <br /> � Role of Project Manager and Project Staf� <br /> � Each project at DJP&A has a designated project manager (PM). That person is responsible for all <br /> aspects of the project from the beginning through the certification of the document. The PM manages <br /> the subconsultants, coordinates all informarion between the City and the project team, reads and <br /> � ingests the technical reports, and then actually writes the report. This approach ensures that the EIR is <br /> written in "one voice" and the document is not overly redundant. This can be compared to other firms <br /> that enlist different staff to prepare each section of the EIR, and, consequently, each EIR section <br /> � contains a repetition of the project description. On larger projects, the PM will have some support in <br /> research and data gathering from an Assistant Project Manager. The PM is also responsible for <br /> contract administration, and maintaining the schedule and budget. Having one main point of contact, <br /> � we feel, is the best way for our clients to be served and the best way to keep our projects on schedule <br /> and within budget. <br /> � Before any document leaves our office in an administrative form, it is reviewed by a project Principal <br /> for quality control. The project Principal is designated at the beginning of the environmental review <br /> process, and takes part in important meetings and correspondence, as well as providing support and <br /> � additional expertise to the Project Manager. The four Principals and three Senior Project Managers at <br /> DJP&A have a combined tenure of 121 years with the firm and we feel that every project benefits <br /> from our sharing of experience and shategizing on how to approach difficult issues. <br /> � Use of Subconsultants <br /> � DJP&A consists of a small group of environmental professionals. We aze basically planners and <br /> generalists (although the firm's founder, David Powers, is a botanist and we have staff with a variety <br /> of backgrounds).
