"' �.� c <br /> December 6, 2004 <br /> Subject <br /> Maintenance and Repair Services for Sanitary Sewer System ITT Flygt Submersibie <br /> Pumps <br /> Recommendation. <br /> By motion, authorize an Agre�inent with ITT Industries of Fairfield, CA in the amount of <br /> $138,616.60 for maintenance and repair of various sized ITi' Flygt submersible sewage <br /> pumps. <br /> Background <br /> On August 13, 2004, Public Works Services issued a Request for Proposal (RFP) in <br /> seeking a qualified and experienced firm to provide for maintenance and repair of ITT Flygt <br /> submersible utility pumps. The RFP was mailed to five (5) firms. <br /> Proposals were evaluated aya�b �st a set of criteria designed to assess the firm's, (1) <br /> understanding and responsiveness to the City's needs, (2) technical expertise and <br /> experience with Flygt pumps, (�) reference checks and client list and (4) cost. The <br /> selection was based solely on the content of the proposals and the RFP contained <br /> language that reserves the Cify's right to waive any informality or clerical error in the <br /> proposals. Two responses were received from the firms listed below. <br /> • ITT Industries Fai�e�1, CA $138,616.60 <br /> • Pump Repair Service Ualy City, CA $145,986.00 <br /> Over the years, Public Works Services has standardized its fleet of pumps forthe sanitary <br /> sewer system using ITT Flygt submersible pumps. These pumps have proven to be the <br /> most durable and reliable pumps for the City's sewer system. A standar�ized system <br /> allows for a small, dedicated inventory of parts forthe pumps, ratherthan stocking parts for <br /> a variety of pump manufacturers, and allows the system utility specialist to be familiarwith <br /> the workings and unique characteristics of these pumps. <br /> In their proposal, ITT Industries indicated a 3-hour emergency response time from Fairfield <br /> to Redwood City. This is sufficient for the City's needs because each pump station is <br /> equipped with 2 or 3 submersible pumps, which are auxiliary or backup to each other. A <br /> pump failure is alarmed through the SCADA system to the system's Utilities Specialist, who <br /> inspects and monitors pump station performance to determine the extent and impact of the <br /> failure. Given the considerable back up and monitoring systems in place, emergencies are <br /> unlikely to require a shorter response time f�om the vendor. Further in the event of power <br /> failure, each sanitary sewer pump station is equipped with a generator to maintain <br /> operation through such events. <br /> ITT Industries was determined to be the responsive firm. This is the first time this firm has <br /> submitted a proposal to Redwood City for these services. If their perFormance this first <br />
