<br />6A-4 <br /> <br />and show room space), can all be found in the area, Hoover School and playfield is two <br />blocks away on Charter and Spring and is also located in the IR Zoning District. Redwood <br />Village is a single family residential neighborhood located directly across Spring Street from <br />this industrial area two blocks from the project site, Since there is already such a broad <br />diversity of land uses located in the vicinity, a negative impact on land values associated <br />with a new school is not expected to be discernable; in fact, staff has indications that it <br />could be positive. Recently, Planning staff has been working with several potential tenants <br />in the project vicinity, who have expressed that High Tech High would be a favorable <br />upgrade to the area. <br /> <br />.' <br /> <br />Last year staff made a presentation to the Planning Commission aboutthe future of vacant <br />office space in Redwood City. One of the sites mentioned was the vacant 890 Broadway <br />building. The Planning Comm,issioners commented that this building should be considered <br />for live-work or loft housing which would also be a departure from pure industrial uses. <br />Staff expects High Tech High Bayshore to be a compatible addition to the lower Broadway <br />neighborhood. <br /> <br />Issues Included in the Use Permit Review: <br />1. Outside Uses: Outside use of the site is proposed and includes a small turf area and a <br />picnic table area for lunch time use, The outside turf area would replace a portion of the <br />existing surface parking lot. Outside dining would be located near the rear of the lot. In <br />combination, the outside uses would displace approximately 25 parking spaces. The <br />appellant did not cite specific concern with respect to the ol,Jtside use of the site, but rather <br />with the presence of high school age children within the neighborhood and vicinity of his <br />property. <br /> <br />2. Parkinq: Drop-off and pick-up is typically the most challenging traffic and parking <br />operation for schools. In this case, there are three drop-off and pick-up areas proposed, <br />including two street side areas and a small short-term surface parking lot. Drop-off and <br />pick-up can be accomplished along the Broadway and Charter Street frontages during the <br />peak morning and afternoon hours. These areas are proposed to be designated with <br />slgnage that limits parking during these peak use times. For the rest of the day and on <br />weekends, street side parking would remain fully available to the public. Designating drop- <br />off and pick-up zones in this way is fairly typical at other schools throughout the City. <br /> <br />High Tech High's proposal does not conform to the City's current parking requirements for <br />high schools. The City's parking standards for school uses generally require one stall per <br />class room plus one stall per each student of driving age. For the proposed use, the <br />parKing requirement would be approximately 222 stalls. High Tech High is proposing eighty <br />stalls The City's relatively high requirements may encourage drive-alone commuting, do <br />not make any consideration for a school operating with a mandated TOM Program, and do <br />not consider the advancing age with which students have been obtaining driver's licenses <br />In recent years. City standards were last amended in 1990. <br /> <br />Because of High Tech High's status as a charter school, which can make requirements for <br />students and parents with respect to parking, and in light of the C/CAG mandated TOM <br /> <br />- 3- <br />
