I previously submitted a letter to the Redwood City <br />Planning Services on April 6 and attended the public hearing on April 13. I have also reviewed <br />the Transportation Demand Management Plan (TDM Plan) for High Tech High. <br /> <br />I am the owner of the property located at 1093 Charter Street and have been since 1978. This <br />pïOperty is used for light industrial manufacturing by the company I founded, FP International. <br />FP International also has an office at 1090 Mills Way. <br /> <br />¡ and FP International are strong proponents of educational reform and the charter school system <br />as J.n element of that reform. However, this is not the right location for the students or for the <br />rWrerty owners, businesses, and employees who cuITently comprise the neighborhood. <br /> <br />The standard used by the City for granting the Use Permit is that "the establishment, <br />maintenance, or operation of the use applied for would not, under the circumstances of the <br />particular case, be detrimental to the health, safety, peace, morals, comfort, or general welfare of <br />persons residing or working in the neighborhood of the proposed use or would not be detrimental <br />or injurious to property or improvements in the neighborhood or to the general welfare of the <br />CIt: .. (Section 42.3 of Redwood City Zoning Ordinance.) <br /> <br />The required standard was not met in granting this Use Permit for the following reasons: <br /> <br />It is unsafe for the students and for the CUITent businesses in the neighborhood. The <br />planned use would be detrimental to the peace, comfort, and general welfare of persons <br />working in the neighborhood and to the property in the neighborhood, <br /> <br />This area is not designed appropriately to take into consideration the safety of 400 students <br />pi us whatever number of teachers, parents, and administrators visit or work at the school <br />each day, nor does it appropriately consider the impact on others already in the area. The <br />traffic flow does not allow for easy access during busy times. The site has no set-back from <br />a very busy street. Most would be traveling through one of the worst and most congested and <br />
