The increased traffic would
present severe problems for those already traveling to, fÌ'om, and through the area. It would
also disrupt current businesses that load and unload trucks along Broadway and that
otherwise require unrestricted access for their operations.

3. The appropriate environment for students and their school is not in an industrial area.

An industrial area is not the environment in which I would want my children to attend.
There is nowhere for them to go; there is no campus to walk around on; there is no outdoor
activity or place to congregate. A small outdoor yard and dining area at the site could not
possibly handle 400 students. Would the students hang out on the street? Where will they
go before and after school?

4. Inconsistent zoning leads to hodge-podge uses and unstructured planning.

This facility is in the Industrial Restricted Zoning District and should be reserved for this
purpose. Having a hodge-podge of non-confonning facilities detracts fÌ'om the general
purpose of the zoning and the need for a long-tenn comprehensive view of planning.

5. Adding a school at this location diminishes the value and use of surrounding properties.

The additional traffic, the safety issues, the inability to monitor students before and after
schooL and the inconsistent zoning will substantially diminish the value of my property,
limiting the property's attractiveness to potential buyers,

Accordingly, I and FP International strongly urge the City to deny the application of High Tech
High Bayshore for a Use Pennit.

Sincere]y.

(r~\Jk ~

Arthur Graham

JFB 4-6-05

..
