<br />~7 / t!-/ <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />May 23, 2005 <br /> <br />Subject <br />Amendment of By-laws to Home Improvement Loan Committee <br /> <br />Recommendation <br />Approve, by motion, an amendment to Section 2.1 (Membership) of Article II of the By-laws <br />of the Home Improvement Loan Committee of the City of Redwood City. <br /> <br />Background <br />Based on documentation reviewed to date, the Home Improvement Loan Committee <br />(HUC) was first created by the City Council in 1977. At that time, the City Council <br />appointed a five-member panel of citizens to review loan applications, approve loan <br />applications, and recommend policy and program design changes as appropriate. The <br />membership consisted of one member of the City Council; a manager or executive of a <br />Redwood City bank, savings and loan or financial institution; a general building contractor, <br />and two members from the Housing and Human Concerns Committee of the City of <br />Redwood City. <br /> <br />In 1984, the City Council amended the composition of the HUC to include two citizens at <br />large and reduced from two to one the number of members who would be selected from <br />the Housing and Human Concerns Committee. In 1999, the City Council approved the first <br />set of By-laws for the HUC and established that the membership would consist of the <br />following: <br />,. A City staff member (non-voting); <br />,. A City Council member (non-voting); <br />,. A Housing and Human Concerns Committee member; <br />,. A general contractor who lives or operates a business in the City; <br />,. A manager or executive of a bank, savings and loan association or financial <br />institution in the City; <br />An official from a title company in the City; and <br />Three citizens at large, one of whom is a licensed appraiser. <br /> <br />,.. <br /> <br />,. <br /> <br />The HUC By-laws were amended in 2000 to change the composition ofthe membership to <br />include: <br />,. A City staff member (non-voting); <br />,. A City Council member (non-voting); <br />,. A Housing and Human Concerns Committee member; <br />,.
