<br />\..'£ Ie -£; <br /> <br />~ <br /> <br />A manager or executive of a bank, savings and loan association or financial <br />institution in the City; <br />An official from a title company in the City; <br />A licensed appraiser in the incorporated limits of the City; and <br />Two citizens residing in the incorporated limits of the City. <br /> <br />~ <br />~ <br />~ <br /> <br />Currently, the City Council is considering appointments to three vacancies on the Home <br />Improvement Loan Committee. The vacancies are for the restricted membership <br />categories of (1) manager or executive of a bank, savings and loan association or financial <br />institution; (2) official from a title company in the City; and (3) a licensed appraiser in the <br />incorporated limits of the City. Two applications have been received for appointment to the <br />HUC, which seek appointment to the category of manager or executive of a bank, savings <br />and loan association or financial institution in the City. However, one of the applications <br />recognizes that the applicant does not meet the restricted membership requirements. <br />Thus, should the City Council appoint the sole qualifying applicant to the HUC, the <br />Committee would continue to have two vacant positions. <br /> <br />Changes made in 2000 included adding the position of a licensed appraiser as it was then <br />assumed that at some point in time that the program might include commercial <br />rehabilitation loans. Appointment of a licensed appraiser has never occurred. As it is <br />unlikely that federal funds would ever be used for commercial rehabilitation loan, staff is <br />recommending that this restricted appointment category be deleted. <br /> <br />In order to maximize public participation on the HUC, it is recommended that the City <br />Council amend Section 2.1 (Membership) of Article II of the By-laws of the Home <br />Improvement Loan Committee to reflect the following: <br />, A City staff member (non-voting); <br />,. A City Council member (non-voting); <br />,. A Housing and Human Concerns member; and <br />,.
