<br />~ /t!'- a <br /> <br />Attachment II <br /> <br />2- OD 0 <br /> <br />BY-LAWS OF THE <br />HOME IMPROVEMENT LOAN COMMITTEE <br />OF THE <br />CITY OF REDWOOD CITY <br /> <br />ARTICLE I <br /> <br />NAMES AND PURPOSE <br /> <br />Section 1.1. <br /> <br />Name <br /> <br />This Committee is known as the Home Improvement Loan Committee of the City of <br />Redwood City. <br /> <br />Section 1.2 Goals <br /> <br />The goal of the Home Improvement Loan Committee (Committee) is to facilitate the <br />preservation of the City's housing stock and to analyze the City's risk in making low <br />interest loans for housing improvement and homeownership loans to first time <br />homebuyers. <br /> <br />Section 1.3 Programs <br /> <br />The Home Improvement Loan Program (Program) has the following purposes: <br /> <br />Using money from the Community Development Block Grant (CDBG) and other <br />federal grants, the City Council of Redwood City has authorized a program of home <br />Improvement and assistance with free counseling and low interest loans to low-income <br />homeowners and owners of properties where 51 % of the occupants are low income. <br />The goal of the program is to improve housing and neighborhood conditions. <br /> <br />Home Improvement not only involves cleanup, fix-up and paint-up activities, but major <br />work to make structures safer and more comfortable such as the installation of up-to- <br />date electrical, mechanical and plumbing equipment. The result is improved housing, <br />more attractive neighborhoods and a halt in the deterioration of older homes. Following <br />Inspections of qualified homes, staff will prepare a work write-up and cost estimate. <br />Housing staff will assist applicants to complete the necessary paperwork and select <br />reputable contractors. Inspections will be made to insure the quality of the work. <br /> <br />2. The City Council and the Redevelopment Board have also authorized a program for <br /> <br />1 <br />
