<br />/~-/ <br /> <br /> <br />October 3,2005 <br /> <br />Subject <br />Downtown Precise Plan -- Fourth Joint Study Session <br /> <br />Recommendation <br />This meeting is not intended as a decision-making session. The City Council will be <br />meeting in joint study session with both the Planning Commission and the Architectural <br />Review Committee to hear responses to questions from the last study session, and discuss <br />possible concepts in the Downtown Precise Plan. Following the joint study session the City <br />Council can move to the dais and the Mayor can convene the City Council meeting to <br />initiate their proposal on the concepts of the Precise Plan. <br /> <br />Background <br />As it appears that we may be reaching closure on the discussion of the concepts for the <br />Precise Plan, the Mayor has given direction that the next session be scheduled as two <br />separate meetings on the same night. <br /> <br />1. Joint Study Session #4. The first meeting will be the fourth Joint Study Session to <br />continue the discussion of Precise Plan concepts. This staff report gives additional <br />background information for that discussion. <br /> <br />2. City Council MeetinQ. If at the close of the Joint Study Session it appears that the <br />Precise Plan concepts are ready for action by the City Council, the City Council will <br />reconvene at the dais as a normal City Council meeting and may initiate their <br />proposal on the concepts of the Precise Plan and provide general direction to the <br />staff/consultant team on these concepts. (See separate staff report for that item). <br />These Precise Plan Concepts, as approved by the City Council, will also be the <br />"Project Description" that is evaluated in the project's environmental assessment. <br />The Precise Plan concepts are not decisions on the merits of the Precise Plan. <br />The City Council will make its decision on the Precise Plan at such time the <br />Planning Commission has completed its work on both the Downtown Precise Plan <br />and the necessary environmental assessment. <br /> <br />Major Topics <br />The third study session was held on August 22, 20051.
