<br />¿'A.Z <br /> <br />numbers of housing units that can realistically be expected to develop in the next ten years, <br />and the proposed "arts district" on Main Street. Council asked a variety of questions and <br />asked for more information on the following topics: <br /> <br />1. Building heights. Mr. Freedman will review with Council information on the <br />choices of building heights. He will present the slides requested at last meeting. <br />2. Amount of housing downtown. Mr. Freedman will provide information on what <br />staff believes is a likely build-out scenario in the next decade. This will include a <br />more detailed analysis of those blocks downtown that are vulnerable to change in <br />the next ten years, and more detail on the possible number of housing units built <br />during that same period. <br />3. Arts District. There were a number of questions about the concept behind <br />this proposal. After consideration of Council's comments, staff and the Urban <br />Design Consultant are no longer suggesting an Arts District along Main <br />Street. Rather arts uses would simply be allowed throughout the entire <br />Downtown Core, including Main Street. <br />4. Transportation/Rail issues. Council directed that they be provided with <br />information that they could review before the meeting. Korve Engineering has <br />modified their PowerPoint presentation (handed out on 8/22/05 but not presented) <br />to explain their conclusions without the need for them to present and that revised <br />report is attached. The staff/consultant team recommends that the train not remain <br />at-grade as it presents a potential safety hazard and prevents effective connection <br />of the two sides of downtown. This means the train should ultimately be <br />underground or on an elevated structure (not a berm). <br />5. EI Camino Real. Mr. Freedman will present design concepts for the EI Camino <br />Real corridor in downtown as requested at last meeting. <br />6. Public Space. Mr. Freedman will make a brief presentation on the location of <br />existing public space downtown, and the possible locations of additional public <br />space as requested at last meeting. <br /> <br />Staff and the consultant have responded to these questions/issues in two ways: Where <br />most appropriate, Mr. Freedman has simply incorporated the requested information into his <br />presentation. In other instances, staff has provided some answers in the attachments to <br />this report. <br /> <br />Mr. Freedman will take approximately five minutes at most on items 1 - 4 and 6 to respond <br />to the questions raised by Council at the last meeting. Item 5 (EI Camino Real) has yet to <br />be discussed in depth and the Mayor and Vice Mayor have therefore requested a 10-15 <br />minute presentation on this topic. <br /> <br />Alternatives <br />The Council may wish to continue this study session to yet another meeting. No dates have <br />been discussed or decided for possible-additional study sessions. <br /> <br />Fiscal Impact <br />This additional study session and related consultant work has been included in the <br /> <br />2 <br />
