<br />;:{1-/ <br /> <br /> <br />October 3,2005 <br /> <br />Subject <br />Downtown Precise Plan <br /> <br />Recommendation <br />That the City initiate the Precise Plan process and give appropriate direction to staff on the <br />general concepts that should be included in the Plan. <br /> <br />Background <br />City Council has held numerous study sessions on the Downtown Precise Plan covering <br />various topics 1. Those topics have included: <br /> <br />. Land Use <br />. Building heights <br />. Amount of housing in the downtown <br />. Arts District <br />. Transportation/Rail issues <br />. EI Camino Real <br />. Public Spaces <br /> <br />The main objectives of the study sessions were to learn about various design concepts for <br />a successful downtown, discuss some of the broad planning issues, provide some general <br />feedback to the Urban Design Consultant, and respond to questions raised by the public <br />and City Council. <br /> <br />Now that the study sessions are complete, the City Council will need to reconvene to a <br />separate meeting to "initiate" the formal Downtown Precise Plan process and agree upon <br />the general concepts that should be in the plan. These Precise Plan concepts are not <br />decisions on the merits of the Precise Plan, but rather broad concepts which deal with the <br />outer limits of build-out and general design and land use issues. The City Council will <br />actually make a decision on the Downtown Precise Plan uRon completion of Planning <br />Commission review including the environmental assessment2. <br /> <br />1 Study sessions were held on June 13, August 8, August 22, and on October 3, <br />2 The environmental assessment is required prior to adoption of the Downtown Precise Plan.
