<br />;74-Z <br /> <br />Major Concepts and Direction <br />Based on what was discussed at the study sessions, the City Council should provide the <br />following direction to staff and the Urban Design Consultant: <br /> <br />Buildinq Heights: The City Council should indicate the maximum building <br />height to be included in the draft Precise Plan and evaluated in the <br />environmental assessment. This is not a decision on the building height that <br />will finally be adopted by the City Council with it approves a Precise Plan. It is <br />merely a designation of the maximum height to be considered and evaluated <br />in the environmental assessment. <br /> <br />Amount of Housinq Built in the Downtown (Probable 10-Year Build Out): The <br />City Council should indicate the maximum probable build-out that the Council <br />is comfortable considering. The number will be used as the basis for the <br />environmental assessment and impacts of the Precise Plan. <br /> <br />Arts District: Staff and the Urban Design Consultant have agreed to no longer <br />propose an Arts District along Main Street. Rather arts uses would simply be <br />allowed throughout the entire Downtown Core, including Main Street. The City <br />Council should approve, disapprove, or modify this new concept. <br /> <br />Transportation/Rail issues: Approve or disapprove the staff/consultant team <br />recommendation that the train not remain at grade level. This means that the <br />train should ultimately be underground or on a elevated structure (not a berm) <br /> <br />EI Camino Real: Approve, disapprove or modify the EI Camino Real design <br />concepts. <br /> <br />Public Space: Approve, disapprove or modify the EI Camino Real design <br />concepts. <br /> <br />Next Steps <br />1. Based on the concepts suggested by the City Council, the staff/consultant team will <br />prepare a Draft Precise Plan and begin to formulate a "project description" for the <br />Environmental Impact Report (EIR) on the draft Plan. <br />2. The Draft Precise Plan and the EIR will then go to the Planning Commission for <br />review. The Planning Commission will certify the EIR and make a recommendation <br />to the City Council regarding the Draft Precise Plan. If it recommends approval of <br />the Draft Precise Plan, the Commission will also make a recommendation on <br />rezoning the affected properties to the "P" (Planned Community District) Zone to <br />make the Precise Plan applicable to those properties. . <br />3. Next the Draft Precise Plan, the Certified EIR and the Planning Commission's <br />recommendations will go to the City Council, and the City Council will make the final <br />decision on the Draft Precise Plan.
