Recommendation: <br /> Conduct a public hearing to consider the fiscal year 2011 -2012 Annual Action Plan, <br /> adopt a resolution to approve the fiscal year 2011 -12 Annual Action Plan and authorize <br /> the City Manager to execute and file documents related to the Annual Action Plan for <br /> submittal to the U.S. Department of Housing and Urban Development. <br /> RESOLUTION No. 15107 APPROVING ANNUAL ACTION PLAN OF THE <br /> CONSOLIDATED PLAN (2011 -2012) AND APPLICATION FOR FEDERAL <br /> ASSISTANCE (COMMUNITY DEVELOPMENT BLOCK GRANT AND <br /> HOME INVESTMENT PARTNERSHIP FUNDS); CERTIFYING THAT THE <br /> CITY HAS FOLLOWED ITS ADOPTED CITIZEN PARTICIPATION PLAN; <br /> AND AUTHORIZING EXECUTION AND FILING OF ALL DOCUMENTS <br /> PERTAINING THERETO (FISCAL YEAR 2011 -2012) <br /> Ms. Rhonda Coffman, Construction Manager spoke about timelines and the <br /> Action Plan and the need to meet some federal deadlines. She provided details <br /> on the community outreach including a workshop held to benefit the grant <br /> applicants. She said that funding allocations were made by the HHCC and these <br /> are before Council. She said they received 27 proposals and funds were <br /> assigned based on certain criteria. One Council Member inquired why HUD did <br /> not make a change in the timeline with the release of funds. Ms. Coffman <br /> explained that the May 15 deadline is a statutory deadline and it would take an <br /> act of Congress to change it. <br /> City Attorney Thompson indicated that two Council Members might have a <br /> potential of conflict but they could remain at the dais. Two Council Members <br /> (Foust and Aguirre) will have to recuse themselves on two items due to a <br /> potential conflict of interest. Council Member Foust due to the fact that she <br /> serves on the Board of one of the recipients Casa de Redwood, and Vice Mayor <br /> Aguirre's due to the fact that her son worked at Project Sentinel within the last <br /> twelve months. <br /> Marc Manuel, Chair of Housing and Human Concerns Committee, addressed <br /> Council and recognized Charlene Wright for her work in this committee. He <br /> noted the challenges with the requests received due because the funds <br /> requested were larger amounts. He noted that a few programs received larger <br /> amounts than usual due to some special needs. The recipients were: Project <br /> Sentinel, Casa de Redwood, Mid Peninsula Housing, Bay area legal aid, HIP <br /> Housing.
