6.1.A. - Page 2 <br />6.- SPECIAL ORDER(S) OF THE DAY <br />A. - Proclamations for Jennifer McGrath and Shadoe McGrath — Steve <br />Cavallero. Fire Battalion Chief <br />Mr. Cavallero provided a brief synopsis of the events of April 4, and the fire that burned <br />down a mobile home where the McGrath family resided. He honored Ms. McGrath and <br />her son Shadoe for their actions of bravery in getting everybody out safely. One <br />Council Member noted that he has known Jennifer and her son for a long time and he <br />thanked them both. <br />B.- Certificate of Recognition for Pat Brown, recipient of Neil Call Award — <br />Vice Mayor Aguirre introduced Ms. Brown and spoke about her dedication to improving <br />youth through Redwood City 2020 and the School District. Vice Mayor Aguirre opined <br />that this award was a perfect match for Ms. Brown due to her many contributions to <br />youth and the community. Ms. Brown thanked the Council for the opportunity to serve <br />this community. She also shared the Neil Call Memorial award with the Council and <br />those present. <br />6.- PUBLIC COMMENT AND CONSENT CALENDAR <br />Catherine Fraser and Julie Wesolek from the Sequoia Y spoke about their free swim <br />classes where 425 people took lessons on how to swim, be safe, and other survival <br />skills. Classes were conducted in both English and Spanish by staff and volunteers and <br />they sought more volunteers for next year (presentation on file). <br />Plamen Koev shared his concerns in financing a house in Woodside that needs water <br />service from Redwood City. He spoke about meeting with the City Attorney and various <br />City staff and he feels that his needs are not being met for invalid reasons. He <br />submitted a letter (on file) to Council and he also questioned the current ordinance and <br />said he would like to resolve this situation amicably so he can finish his house. <br />Ms. Thompson, City Attorney, agreed that there have been many iterations and she <br />finds it unfortunate that Mr. Koev did not get what he wanted. She explained that the <br />code is very clear and has been so for decades. Furthermore, Ms. Thompson <br />explained that he had been informed of these requirements and actual costs when he <br />purchased the property. Ms. Thompson explained that City Codes protect the City <br />follow certain requirements which are important. She announced that a letter to Mr. <br />Koev will go out this week. <br />One Council Member asked if this has been well documented. Ms. Thompson <br />confirmed adding that there is also a fairness issue here. She provided details on the <br />issues around this particular case.
