6.3.A. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />July 11, 2011 <br />SUBJECT <br />Installation of Stop Signs on Heller Street at Pine Street <br />RECOMMENDATION <br />Approve, by resolution, the installation of stop signs on Heller Street at the intersection <br />with Pine Street. <br />BACKGROUND <br />Residents near the intersection of Heller Street and Pine Street are concerned with <br />traffic safety and undesirable driving behavior in their neighborhood. Staff has <br />evaluated the conditions at this intersection and recommends that new stop signs be <br />installed on Heller Street where it intersects with Pine Street. Staff has shared the <br />results of their traffic study with area residents. <br />Heller Street (the minor - volume street) intersects with Pine Street (major volume street). <br />The intersection is currently uncontrolled. If approved as proposed, stop signs will be <br />installed on Heller Street resulting in a two -way stop - controlled intersection. Pine Street <br />will remain uncontrolled. Please see Attachment 2, "Location Map." <br />The installation of two stop signs at the subject intersection will improve safety and <br />convenience for roadway users. The configuration and high residential density of the <br />adjacent properties at this intersection contribute to visibility issues for motorists <br />entering Pine Street from the minor street. These visibility issues cannot be corrected <br />without major changes to the roadways and adjacent properties. For these reasons, <br />stop signs on the minor legs of the intersection (Heller Street) are warranted. The <br />proposed stop signs will induce motorists to come to a full stop prior to entering Pine <br />Street, thereby increasing safety at the intersection. <br />Neighborhood residents submitted a petition requesting the installation of stop control at <br />the intersection of Pine Street and Heller Street. The petition was signed by 18 <br />residents living and working near the intersection. In addition, city staff mailed a survey <br />to the neighborhood and received 16 responses. All were in support of the stop sign <br />installation. <br />Stop sign installations are permanent. Once installed, stop signs should not be <br />removed because of the potential to create driver confusion. There are some negative <br />
