6.1.A. - Page 8
(San Francisco Public Utilities Commission), natural variations in supply and demand,
and climate changes. She opined that this should be addressed within the Plan.
Council Member Foust requested that Ms. Cohen submit her reports in writing for the
record (on file).
Alan Carson spoke on the need to fully address concerns regarding the aquifer, people
having wells, and water conservation. He submitted a letter (on file) and suggested that
water taken out of the ground be reused via small drainage collection systems.
Peter Dreckmeier, Bay Area Program Director for the Tuolumne River Trust, spoke on
concerns about 60 percent of river water being diverted and the impacts on wildlife and
the quality not meeting federal water standards. He thanked Redwood City for being a
leader, particularly in regards to using recycled water and also recognized Mr. Justin
Ezell for his work on this. He spoke in support of the recommendations and also
acknowledged a Council Member for her work with BAWSCA (Bay Area Water Supply
and Conservation Agency).
M/S Seybert /Gee to close the public hearing. Motion carried 6 -0 by voice vote with
Mayor Ira absent.
Council thanked staff for their hard work. There was an interest in tapping into
groundwater. Another Council Member congratulated everyone on staff and the
community for the efforts and progress made. One Council Member wanted to plan for
2016 and he was interested in expanding the area for the recycled water project or to
sell recycled water. He is not interested in using it for park, school or residential areas
but he agrees with using it for cooling and toilet flushing. He wants more time to elapse
and more historical data to be made available and then revisit the item. One Council
Member asked how many stakeholders attended the workshops and Mr. Ezell said
about 43. This Council Member inquired about the penalties when a jurisdiction does
not meet its goals. Staff explained that one of the repercussions is that the jurisdiction
will not be eligible to receive grants. This Council Member wanted more economic
benefit.
City Manager Bell suggested having the Utilities Committee lobby our state
representatives to consider different rewards for reduced use and penalties for over
usage. Another Council Member did not want to have the state interfere any more.
Vice Mayor Aguirre asked about innovative ways to get to a surplus and how it took us
about 10 years to be about one percent surplus. Mr. Ezell said this has been achieved
thanks to a combination of approaches. Vice Mayor Aguirre would like a list of the
awards and the grants that the City has received for its efforts. There was a question
about the expanded recycle area into downtown and how there might be a need to have
Council pass a policy to consider applicants paying their fair share for the future and to
not make it retroactive. Another Council Member agreed with this approach and he
noted how it is too late to do dual plumbing in the Cinema downtown area.
M/S Seybert /Gee to approve adoption of the Urban Water Management Plan.
Motion carried 6 -0 by electronic vote with Mayor Ira absent.
JOINT CITY COUNCIL /REDEVELOPMENT AGENCY BOARD June 13, 2011
MEETING MINUTES PAGE 8
